SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Extension of Benefits

SPECIAL COUNCIL MEETING A Special Council Meeting was held on October 24, 2016 at 6:30 p.m. with Council President Slavin presiding. Members present were Mr. Cole, Mr. Hare, Mr. Hosfelt, Mr. Hutchison, Mr. Neil, and Mr. Sudler. Mr. Anderson and Mr. Lewis were absent. Mayor Christiansen was also absent. Council staff members present were Mr. Koenig, Mrs. Mitchell, and Mrs. McDowell. Other staff members present were Chief Bernat and Mr. Hudson. ADOPTION OF AGENDA Mr. Hare moved for approval of the agenda, seconded by Mr. Neil and unanimously carried. Mr. Cole moved to recess into Executive Session pursuant to 29 Del. C. §10004 (b)(6) - Discussion of the content of documents excluded from the definition of "public record" in §10002 of this title where such discussion may disclose the contents of such documents (§10002 (l)(1) Any personnel, medical or pupil file, the disclosure of which would constitute an invasion of personal privacy, under this legislation or under any State or federal law as it relates to personal privacy). The motion was seconded by Mr. Neil and unanimously carried. The Special Council Meeting recessed into Executive Session at 6:30 p.m. Mr. Hutchison moved to adjourn the Executive Session, seconded by Mr. Sudler and unanimously carried. The Executive Session adjourned at 6:35 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Request for Approval of Extension of Pay Benefits During the Executive Session, members of Council considered a request for approval of an extension of 100% pay for Corporal Thomas Hannon, in accordance with Section 12, On-the-Job Injury, of the Fraternal Order of Police (FOP) contract. Mr. Hare moved to grant the extension of pay benefits through November 18, 2016. The motion was seconded by Mr. Hutchison and unanimously carried. Mr. Neil moved to adjourn the Special Council Meeting, seconded by Mr. Hutchison and unanimously carried. The Special Council Meeting adjourned at 6:36 p.m. TRACI A. McDOWELL CITY CLERK
