Minutes
March 13, 2019 12:00PM, CenDel Foundation Building
I. Call to order
II. Roll call – Members present: Kristin Pleasanton (arrived late), Elena Stewart, Dawn
Melson-Williams, Will Grimes, Stephanie Adams; DDP Staff & Consultant: Tina and Marene:
Guest: Kim Adams of Mountain Consulting
III. Approval of Minutes– Minutes of the February 13, 2019 were approved; Elena made
motion; Will seconded motion; and unanimously carried.
IV. New Business
a. Façade Grant Applications:
Sold Out Sneakers at 305 West Loockerman Street: Proposed for exterior improvements
only: window protection film, powerwash, new lighting fixtures, painting of trimwork
and sign. Committee gave $200 allowance to replace/repair existing gooseneck light
fixtures; the applicant’s proposed lighting fixture is not appropriate in Historic District.
Improvements to the interior of the building for shelving, lighting, etc. are not eligible for
this grant program. Total project cost of edited to be approximately $1900 plus TBD
labor costs for authorized items. Discussion of proposal. Motion by Dawn seconded by
Will and approved to provide Grant Award of 50% of authorized project costs and
associated labor (<$2000); approved.
• It was noted that we have spent approximately $15,000 of the $20,000 Budget for
the Façade Grant Program this Fiscal Year.
b. TADD April Meeting & Design Committee Planning: The Tourism Arts & Downtown
Development meeting is scheduled to be hosted here in Dover on April 10th. The Design
Committee has been asked to present information on our ‘arts’ efforts. A brief
PowerPoint will be prepared, and our Committee meeting will start at the event so that
we may participate.
c. Mayor’s Outside Banner Project Update: The Design Committee had recommended
utilizing a long banner to hang across South Governors Avenue; however, this was not
supported by the Mayor. The requested focus is to add the Dover Downs 50th
Anniversary Banners on Governors Avenue (Loockerman to Reed) and to add ILC
Anniversary banners to State Street (Loockerman to The Green). An inventory of needed
rods and brackets taken; need about 30 sets at $27 each. Motion by Kristen to have DC
fund half the cost of Banner/Rods as we can use them as replacements as needed;
approved.
d. Committee Work Plans: Draft Plan discussed by Marene. Some edits to be completed to
information, budget amounts, etc. Add Clean-up Assessment Task to the Façade
Assessment and Opportunities Project. The concern of clean-up needs was received from
a concerned citizen who walks a lot in the Downtown area. Motion by Kristen and
seconded by Elena to finalize Work Plan for Year July 2019-June 2020; approved.
V. Old Business
a. Mitten & Winters Mural Update: Mural work with Painting during First Fridays and
Mural also available at Longwood Hall on Tuesday-Thursdays from 2-5pm to paint. The

alternative design was presented to add a smaller scale heron on the rear façade. Discuss
of design options: scale/size, location in recessed entry area or rear door, or wrap around
upper corner. Discussion ongoing.
b. Update on Harrington Mural: The property owner has some concerns about the mural
design and committee will need to more fully discuss design. The request to fully paint
the existing masonry wall was presented to the City’s Historic District Commission who
recommended that the wall not be painted due to its current unpainted surface and
material.
VI. Other
Wesley College has placed a window display in the vacant building at Loockerman Street and
Governors Avenue.
