DOWNTOWN DOVER PARTNERSHIP
BOARD OF DIRECTORS MEETING MINUTES
December 4, 2019 in City Council Chambers
DRAFT
ATTENDANCE: Mayor Robin Christiansen, Councilman Fred Neil, Councilman Tanner Polce, Anita
Evans, Lucy Findlay, Todd Stonesifer, John VanGorp, Kim Adams, Mike Harrington, Dave Hugg, Donna
Mitchell, Maxine Lewis, Jonathan Street
STAFF: Tina Bradbury, Diane Laird
COMMITTEE CHAIRS, PRESENTERS AND OTHER ATTENDEES: Lori Llewellyn, Tom Smith
Call to Order: Anita Evans Chair, opened the meeting 7:32 a.m.
Police report: Sgt. Bernat – Two cadets have been hired, for a total of six cadets now on Loockerman
Street and Courtney Square. Extra duty officers for downtown/New/ and Queen Streets as well as
Courtney Square will begin duty January 2020 through March through grant funding. CDPD may
be able to secure additional.
Councilman Polce indicated that Deputy Chief Stump has proposed an additional five officers for
next Fiscal Year. Councilman Fred Neil suggested additional overnight lighting could be
beneficial. T.S. expressed appreciation to the CDPD for cameras downtown and questioned if
they are being monitored. Currently there is insufficient staffing to monitor cameras but they are
helpful in identifying people after crimes occur. DDP and downtown property owners have
added lighting, some cameras, including Val DeRocili. Councilman Polce and DM are working
together to get an assessment of lighting in the entire city. Consider Smart City model lighting,
tracking, data analytics. Costly but worthwhile investment. Conversations are ongoing.
Agenda – With quorum in place, motion was duly made and unanimously accepted.
Meeting minutes (October 2019 meeting) – Motion duly made to accept; unanimously accepted.
Executive Session (ES) – MH motion, LF second, unanimous decision to enter ES. LF motion, ML
second, unanimous decision to move out of ES.
Dover Interfaith Mission for Housing (DIMH) relocation update - MH provided brief update on
Walker Road property proposed as new shelter location. Councilman Polce expressed that this is
not best practice, due to location and to lack of social services on site. MH clarified that DIMH
already owns a building at that location and is in favor of the location. MH has successfully hired
several DIMH men and they are good workers. TB indicated that services received, such
probation and parole, could have an office on site at this location.
Parking Committee: TS indicated that there will be free parking through Jan. 6 after which permits will
be “one size fits all.” Permit sales will begin Dec. 16 and begin implementation Jan. 6. DDP will
sell permits. The City approved that an RFI go out for information on “parking solutions.”
Timeline: January 15 RFI opens; 60-day response period; review/recommendation to the DDP
board of directors to be made at June meeting. Regarding the Wells Fargo lot: apparently a

private offer was made to consolidate four parcels. Intention is private parking for
tenant/residents at this location. There will be a freestanding ATM. Building will be removed.
Merchant Committee update: LL expressed appreciation to DDP staff Tina and Brynn for a wonderful
Small Business Saturday outcome. Development of the Shop Downtown Dover promotional book
with discounts and promotions is complete and now being dispersed. The WBOC downtown
Dover promotional video, part of the Delmarva Life Small Town series, was aired twice.
Approximately seven merchants contracted for their own segment, and there is value particularly
in them owning their own footage and being able to promote it in their social media; same with
the DDP for the overall production. (To view: Tinyurl.com/DoverWBOC2019)
City Manager Update: DM reported that the Bradford St. design/plan/engineering by DelDOT.
Considering request be made for “high flexibility lighting” to allow for varying light levels to
allow lighting to be turned up at bar closing time, for example. GIS locations could be included.
Assessment underway; RFP would be next step. ERP system with AMI for meter reading for
utility is another next step. Bob Clark recommended contacting Tom Indrum for lighting info,
specifically since T-1 capacity downtown is low. Saving on energy is “above substantial” for
Wesley. Currently there is a “hodgepodge” of lighting and DM is looking to make lighting more
unified, more consistent.
As for budgeting, DM recommended focus for public works staffing. Requirement for training
hours for police officers has nearly doubled and while it is acknowledged that current training for
officers is essential, this has made it difficult to justify hiring police officers when “street time” is
reduced due to training, vs. hiring for other city workforce areas where staffing is low and actual
outcome will be much higher proportionately. The search to find good balance continues.
Councilman Neil relayed that the search for the new chief is underway.
Budget update: Tina Bradbury dispersed budget balance sheet through October. Income is low at 20%
(partially due to NBBF arts grant not yet received for which expenditures have been made, and DDAP
funds to be sought but have not yet been necessary). Rents are up to date, several need to increase. The
budget will be reviewed again at the January board meeting.
Staff provide updates regarding holiday events.
Meeting adjourned: 8:50 a.m. JS motion ML; unanimously accepted.
