SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Legal Opinion on Property Transfer or Acquisiiton

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on February 10, 2020 at 8:56 p.m. with Council President Hare presiding. Members present were Mr. Anderson, Mr. Sudler, Mr. Neil, Mr. Slavin, Mr. Cole, Mr. Polce, Mr. Taylor, and Mr. Lindell. Mayor Christiansen was absent. Council staff members present were City Solicitor Rodriguez, Mrs. Mitchell, and Mrs. McDowell. At the conclusion of the Regular City Council meeting Mr. Slavin moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(4) - Strategy sessions, including those involving legal advice or opinion from an attorney-at-law, with respect to collective bargaining or pending or potential litigation, but only when an open meeting would have an adverse effect on the bargaining or litigation position of the public body. The motion was seconded by Mr. Polce and unanimously carried. ADOPTION OF AGENDA By unanimous consent, the agenda was adopted. The Special Council Meeting recessed into Executive Session at 8:56 p.m. The Executive Session adjourned at 9:23 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Legal Opinion on Property Transfer or Acquisition During the executive session, members of City Council considered the deed restrictions placed on the sale of the former Dover Public Library building. Mr. Polce moved to assign the deed and the restrictions to the State of Delaware for the property in question. The motion was seconded by Mr. Neil and unanimously carried. Mr. Slavin moved for adjournment, seconded by Mr. Neil and unanimously carried. The Special Council Meeting adjourned at 9:25 p.m. TRACI A.
