SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) Minutes - Request for Extension-Pay Benefits

SPECIAL COUNCIL MEETING A Special Council Meeting was held on August 22, 2016 at 6:30 p.m. with Councilman Hare presiding in the absence of Council President Slavin. Members present were Mr. Anderson (arrived at 6:34 p.m.), Mr. Cole, Mr. Hosfelt, Mr. Hutchison (arrived at 6:34 p.m.), Mr. Lewis (arrived at 6:31 p.m.), Mr. Neil, and Mr. Sudler. Mayor Christiansen was absent. Council staff members present were Mr. Koenig and Mrs. McDowell. Other staff members present were Police Chief Bernat and Mr. Hudson. ADOPTION OF AGENDA Mr. Sudler moved for approval of the agenda, seconded by Mr. Neil and unanimously carried. Mr. Neil moved to recess into Executive Session pursuant to 29 Del. C. §10004 (b)(6) - Discussion of the content of documents, excluded from the definition of "public record" in §10002 of this title where such discussion may disclose the contents of such documents (§10002 (l)(1) Any personnel, medical or pupil file, the disclosure of which would constitute an invasion of personal privacy, under this legislation or under any State or federal law as it relates to personal privacy). The motion was seconded by Mr. Cole and unanimously carried. The Special Council Meeting recessed into Executive Session at 6:30 p.m. Mr. Sudler moved to adjourn the Executive Session, seconded by Mr. Neil and unanimously carried. The Executive Session adjourned at 6:41 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Request for Approval of Extension of Pay Benefits During the Executive Session, members of Council considered a request for approval of an extension of 100% pay for Corporal Thomas Hannon, in accordance with Section 12, On-the-Job Injury, of the Fraternal Order of Police (FOP) contract. Mr. Neil moved to extend 100% pay for Corporal Hannon to September 26, 2016, at which time the extension of benefits will again be reviewed if necessary. The motion was seconded by Mr. Sudler and unanimously carried. Mr. Neil moved for adjournment, seconded by Mr. Sudler and unanimously carried.
