SPECIAL COUNCIL MEETING
A Special Council Meeting was held on February 2, 2015 at 5:01 p.m. with Council President Bonar
presiding. Members present were Mr. Anderson, Mr. Dixon, Mr. Perza (arrived at 5:02 p.m.),
Mrs. Williams, Mr. Hare, and Mr. Hutchison. Mr. Slavin was absent.
Council staff members present were Mr. Koenig, Mrs. Mitchell, and Mrs. McDowell.
Mayor Christiansen was also present.
AGENDA ADDITIONS/DELETIONS
Mr. Hutchison moved for approval of the agenda, seconded by Mr. Dixon and unanimously
carried.
Mr. Hare moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(4) - Legal
Matters (Strategy Session - Collective Bargaining). The motion was seconded by
Mr. Hutchison and unanimously carried.
Meeting recessed at 5:01 p.m.
Mr. Hutchison moved to adjourn the Executive Session, seconded by Mrs. Williams and
unanimously carried.
Executive Session adjourned at 5:18 p.m.
POTENTIAL ACTION RESULTING FROM THE EXECUTIVE SESSION
Attorney Services for Labor Negotiations
During the Executive Session, Mr. Scott Koenig, City Manager, reviewed proposals for attorney
services for the Fraternal Order of Police (FOP) contract negotiations.
Mrs. Williams moved to retain Mr. William Bowser of Young Conaway Stargatt &
Taylor, LLC, at a fee of $325 per hour, to represent the City of Dover in the Fraternal Order
of Police (FOP) contract negotiations. The motion was seconded by Mr. Dixon and carried
with Mr. Anderson voting no.
Mr. Hutchison moved for adjournment, seconded by Mr. Dixon and unanimously carried.
Special Council Meeting adjourned at 5:28 p.m.
