DRAFT
Attendees: Kristin Pleasanton, Will Grimes, Dawn Melson-Williams, Kim Adams, Rosie Mujica, Tina
Bradbury, Diane Laird, and guest Tracey Armstrong.
Tricia Arndt has resigned from the Design committee due to being voted to Dover City Council, third
district. Congratulation to Tricia!
Tracey Armstrong introduced himself: Resident of 2005, DSU graduate around 2012, would like to open
a cold press, organic-sourced juicery in downtown Dover. Committee members introduced themselves
to Tracey. Tracey will connect with Will Grimes re: The Launcher program.
Approval of January minutes: Motion duly made by Will Grimes, Rosie Mujica, and unanimously
accepted.
Volunteer to take Minutes — Diane happy to do so.
Facade Grants Update — Nothing new. Working on one for Pricilla’s building (Tax E) and hope to finalize
and make payment. No update from Hassan for his property on State St. Alley and no update from Tom
Smith or Park Greene. Dover Art League previously received approval for graffiti removal, check was
provided to cover check that was not cashed months ago. Dawn would find it helpful to see a facade
grant rundown on Excel; Tina will provide next month.
Birds Mural Plaque Update — Elena was unable to join the call.
Vacancy Window Clings - Diane has been unable to advance the proposed project since the last
meeting but will do so for the April meeting.
Parking Committee update — Diane indicated that a survey has been widely dispersed,
including to all committee membership and invited members to take the survey.
https://www.surveymonkey.com/r/RHQT93V Parking committee updates may be found at:
Dawn provided input the 50% limitation for a window, may be case by case. Temporary sign
permit could possibly be used. Turnaround for less than a week, not a physical sign; possibly
waive or lower sign permit for temporary.
Annual DDP report — 5.5-minute video was presented on the call. Agreement that it will be a
good way to share about the DDP, engage new volunteers, etc. The video may be found on the

Design Committee Meeting
Workplan — Begin to consider proposed Design Committee work for FY 2022. May consider
additional mural for coming months, perhaps commit funds from this year for production of
mural this summer into fall. Consider also decorative LED lighting that will change by remote
control. Diane will send out the current workplan to committee members for consideration for
next year’s workplan, to be discussed next meeting.
New Business/Projects:
City Hall is open again, but appointments are requested. Library is limited hours for hours.
Same hours as previously limited, but can come inside to browse, use Internet, etc. Will may
connect with library and/or Asst. City Mgr. re: cleanin
Public Comments:
Update on downtown corridor lighting: Strong lights over the street will turn back to green and
white (Dover colors and Dover Strong colors) and that will be easier also for holiday to change
out just the white to red. Banners will be changed out shortly for the spring. We might also
consider remote control change of color lights for next year’s workplan.
e Dawn advised that the City is now converting light bulbs in existing fixtures to LED. Be
sure to watch for “no-parking” signs as lighting is changed out. Should be complete
within about four weeks.
e Will indicated that there are no recent updates for the new NCALL building on Division
St., though it is in redesign phase to decrease it by a level due to cost.
e City of Dover Planning Office is very busy! Getting ready for spring” activities: Pressure-
washing of downtown sidewalks toward end of March; new mulch for library and city
hall; Public Works spring clean-up (extra pickup of household items) to begin in April;
Concerts on the Green anticipated to be reinstated this summer. Several year projects
are now underway outside city, and Post Office anticipated to open possibly this
summer.
Meet adjourned 1:00 p.m. All in agreement.
