Kristin Pleasanton Kim Adams
Rosie Mujica Laura Parks
Tina Bradbury Carrie Hart
Elena Stewart
Will Grimes Megan (last name not provided – public)
Approval of Minutes (April)
Will motioned to approve the minutes. Elena seconded the motion. The motion passed
unanimously.
Policy Discussion
There had been concern expressed about the process by which the committee reviews
applications and a desire to go over criteria when reviewing of applications due to the presence
of new members. Elena questioned whether there was a better way to review applications that
had more pressing deadlines rather than making motions through email. Dawn suggested the
Design Committee hold a standing reservation on their calendars on the fourth Wednesday at
noon in case façade grant applications came in that couldn’t wait for the next meeting. The
committee could then convene and discuss the application instead of “voting” through email.
Diane stated that DDP staff would be unable to attend those meetings but that a quorum could
still be achieved and then the committee could let staff know how they would like to proceed.
Kristin made a motion for committee members to hold the fourth Wednesday of each month in
the event that a special meeting needed to be held to review any applications that could not
wait for the next meeting. The motion was unanimously approved.
Elena asked whether the committee should modify the “2 applications for a total of $10K
reimbursement” provision to just read “total of $10K reimbursement per year”. This was in
response to the Mountain Consulting application in which $10K of reimbursement was approved
in one application instead of two $5K reimbursements due to the scope of the project. Kristin
pointed out that they had done a similar reimbursement for the House of Coffi in the past and
Tina said the process was working fine as is. Elena also asked about the timing of the submittal
and reimbursements and whether than needed to be modified. Tina said that it seemed to be
working fine as well. No further action is needed on either topic.
The Design Committee will work to improve the appearance of the downtown Dover area and
to educate the public and private sector about good design principles.

Façade Grants Update
• Tina shared the application for Rebel Cove to install signage and window clings advertising
their business. Elena made a motion to approve the $2680 requested. The motion was
unanimously approved.
Vacancy Window Clings
o No update.
Former Sears Bldg./Bus Stop Improvements
o Elena and Carrie visited the site to come up with ideas that would be an alternate
to hostile architecture to deter vagrants. The committee liked the idea of adding
tall evergreen shrubs to provide height and noise reduction for the building
occupants. The committee decided to wait until the planters were installed by D3
to see where they would be located in relation to the building so that they could
incorporate them into the design. Carrie had also proposed installing waysignage
to deter people from loitering on the steps and provided this drawing through
email after the meeting to illustrate her point:
o It was acknowledged that the vagrancy problem was a bigger issue than the
Design Committee could address. It is the mission of the committee to do their
best to beautify downtown and make it inviting for all people. Diane shared that
in one of her trainings she talked to another town that had success adding
additional benches instead of taking away the benches to deter vagrancy. The
thought being if you provide enough benches that there would be enough room
for vagrants and other people without much overlapping. Committee members
were interested in the idea and Tina said she would look into where the benches
that had been removed were now being stored.
The Design Committee will work to improve the appearance of the downtown Dover area and
to educate the public and private sector about good design principles.
