Attention City of Dover Department of Plannning & Et AI
My name is Chiffon Rogers and I am writing this letter as I wish to express my dismay with Inspect Velvet
Johnson. One I totally understand she is attempting to do her job, but I feel as she is riding through
under privileged neighborhoods and writing citations to low income homeowners that one, incorrectly
places the blame of said violations on the homeowner and they may be the city, two, do not offer
enough time to correct said violation and/or three are not truly a violation but something she may not
like her instead of sticking to the rules and regulations set forth by the City of Dover.
With the above being stated, I am the owner of 329 N. New Street, and I am in charge of 204 N. New St
both in Dover, DE. 204 N. New St belongs to my mother in name Beverly Mckenzie which I have control
over. I previously had ownership over that property and the previous tenants tore it up so bad that I
spent and am continuing to spend so much of money to fix that property up. I redid that property from
the bottom to the top and the last thing I want to do for myself is the fence. The fence is unsightly, but
stable and NOTfalling apart as Inspector Johnson wishes to cite homeowners for. It is more important
to fix plumbing, walls, electricity, rodents and bring the property up to proper living standards. (pis see
attached photos) People on this side of Dover are not wealthy and are fixing their homes on a budget
which takes time. I am not rich and do things as a single mother. It is easy for her as I can guess she
DOES NOT live over here and rides thru the ally way writing citations as I have seen her many times. I
have also received citations for tires that were left in the alleyway or along the property line on the
other side of my fence distressing me about $1000 a day fines if not moved and they didn't even belong
to me to remedy. I think Inspector Johnson has a duty to the people of Dover priorto writing her
citations that she is knowledgeable about who the fine actually belongs to. Many people use their
income taxes to fix their homes and I am one of them. I have been making major improvements to any
property that I own and take MAJOR offense to these NONSENSE citations which are causing me major
upset as I am working hard to bring the value of the home up in this improvised neighborhood.
My other property at 329 N. New St from my understanding has been a nuisance to the City of Dover for
many years but I have not had it that many years. When I purchased it, I found crack needles and it was
a rooming house for sex offender men. Then my husband at the time did not maintain it. Since then, I
have took control of my home, my son is there and I have been fixing this home from the bottom to the
top. It is basically vacant. I put in a new boiler system and am continuously fixing this troublesome
property with hopes of turning it into a neighborhood home for the elderly with the ODDS. I understand
after speaking with the supervisor Ron that I needed a rental permit and no more than 5 non related
persons but it would create a clean careful safe environment for our elderly. I work as a nurse by
profession, I know what I can and can not do by my occupation, but I do not think Ms. Johnson does. So,
15
Página 16
Item 1.
for 329 N. New I received a citation about the siding being off and I knew it happened and already called
my hand man to fix as it was done by the strong winds that we had had, but Ms. Johnson must have
happened to ride by and according to the citation I had a small window to correct it which I did not mind
because I had already made a call to correct it. Then I received another citation talking fining me $1000
a day and according to date it was already fixed (please pay attention to photos from contractor with
date showing it was corrected and date of another citation). Then I received another citation from Ms.
Johnson telli ng me I would be fined if the color of the siding did not match, so I went to the City of Dover
after much frustration with the inspector and spoke with her supervisor Ron and he state per vabim (/1
don't care if your house looked like a rainbow, the siding has to be airtight./I So, to make sure I
understood him, I asked if the siding had to match and was told no. Again, Ms. Johnson, has NO idea
what I am going through financially trying to bring this house up to standard and one of the last things I
am going to do is have it painted as I found out by Snow painting it is less expensive to paint it than
replace all that siding.
I am not against Ms. Johnson, doing her job if she is doing it fairly. However, since I am educated, and I
do live somewhere nice personally myself I can tell the difference when people are being harassed. One
of the weirdest things is when I went to get a quote for the fencing for 204 N. New St, Ms. Johnson
name came up by an elderly lady almost in tearing crying about how the same inspector keeps sending
her citations about her fence and she can't afford the citation or the fence and how her husband died
not too long ago. It is real easy to ride in a government truck that our taxes are paying for writing out
stupid citations and not know people situations.
I would either like another inspector or Ms. Johnson needs to fall back some, I am knowledgeable in
what I need to do to take care of my properties. If I need to do something like get a permit, no problem,
if you want me to correct something again no problem allow reasonable time. You do not know the
depths of people's financial situations. And again, just write a citation that is by LAW, not your personal
opinion like the color of my siding or the tires that did not fallon me to remove. Those citations are very
distressing when a homeowner is ACTUALLYdoing what they are supposed to be doing.
Sincerely
Chiffon Rogers

This power of attorney does not impose a duty on your Agent to exercise granted powers, but when
powers are exercised, your Agent must use due care to act for your benefit and in accordance with
this power of attorney.
Your Agent must keep your funds and other property separate from your Agent's funds and other
property.
A court can take away the powers of your Agent if it finds your Agent is not acting properly.
The powers and duties of an Agent under a durable power of attorney are explained more fully in
Delaware Code, Title 12, Chapter 49A, Section 49A-114 and Sections 49A-201 through 49A-217.
If there is anything about this form that you do not understand, you should ask a lawyer of your own
choosing to explain it to you.
