Mr. Lewis and Mrs. Horsey. Mr. Anderson and Mr. Hare were absent.
AGENDA ADDITIONS/DELETIONS
By unanimous consent, the agenda was adopted as presented.
Bus Tour of Community Development Block Grant (CDBG) and Neighborhood Stabilization
Program (NSP) Projects
Members attended a bus tour which visited sites within the City that were improved (or are in the
process of being improved) utilizing funds received through the Community Development Block
Grant (CDBG) Program and the Neighborhood Stabilization Program (NSP). Sites visited included
the following:
1. Dover Interfaith Mission to the Homeless (684 Forest Street)
The shelter received $60,000 in CDBG funding to renovate an existing
building that serves up to 150 homeless men annually. Before the
renovations, there were five (5) separate office buildings that were utilized
as separate businesses. Since the renovations, the shelter has been converted
into one (1) large facility that includes an intake office in the front of the
building, living quarters for the men, a dining room, and a large kitchen.
2. 49 South Kirkwood Street
CDBG funds were utilized to renovate a single family home to install a
heating system and fully renovate the bathroom, which included the
installation of a bathtub, vanity, and toilet.
3. Downtown Streets Project
CDBG funds were utilized to reconstruct the streets and curbs in the
Downtown Target Area. The streets that were repaired include South New
Street, North New Street, North Queen Street, and North Kirkwood Street.
4. Habitat for Humanity (101 Jefferson Court)
Habitat for Humanity purchased 101 Jefferson Court to renovate for
affordable housing for a low-income family. Habitat received a CDBG grant
for $40,000 to assist with the cost of fully renovating this home and bringing
it up to code. This home was sold on Februrary 23, 2011 to a family who had
been living in a shelter.
5. 218 Ann Avenue (NSP)
This home was purchased by the Dover Housing Authority, the sub-grantee
of the City’s Neighborhood Stabilization Program (NSP), whose role is to
acquire foreclosed properties, renovate them, and re-sell them to qualified
families. This property was the first home sold through the NSP Program,
which made homeownership possible for a former subsidized housing
resident.

projects in the city. ARRA funding was used for the construction of
sidewalks on Mitscher Road.
7. Dover Parks and Recreation (White Oak Road Location)
CDBG funds were utilized to make this facility handicapped accessible. The
sidewalks from White Oak Road to the pavilion were made accessible for
wheelchair entry to the park. Entrance doors to the facility were also made
handicapped accessible.

This home was recently purchased by Dover Housing Authority and is
currently under renovation to be sold to a qualifying family.
