A member of the Dover Police Department since 2005, PFC Chris Bumgarner was
named Officer of the Year for 2010, in recognition of his outstanding work ethic and
dedication to duty. One example of his dedication is the apprehension of multiple
shooting suspects after a gang related gun battle had ensued in a Dover neighborhood.
The gun fight involved numerous gang members that were in the process of fleeing the
area when the call came into the Dover Police Department. PFC Bumgarner was one of
the officers who responded to the scene and based on the physical evidence and the
information being provided, he was able to identify multiple residences that the
suspected shooters had fled into and set up a perimeter around the homes and contained
the situation. As a result of PFC Bumgarner’s decisive thinking and actions, officers
were able to safely and successfully contact and arrest multiple shooters involved in the
incident as well as recover weapons utilized in the shooting.
PFC Christopher Bumgarner truly exemplifies the term "Dover's Finest".
A member of the Dover Police Department since 2001, Robert was named Civilian
of the Year for 2010, in recognition of his outstanding professionalism and dedication to
his duties, whereas he completed destruction trips to the steel mill in which over 150
weapons were destroyed. He also teaches evidence and photography to both the Citizens
Police Academy and new police officers. Robert is also called upon to take photos at City
functions in addition to his regular duties.
Robert Neylan clearly has earned the honor of being named Civilian of the Year.
