Parks, Recreation, and Community Enhancement Committee July 13, 2009 2. Report on Spray Park There are two (2) options for building a spray park. A “water to waste” system or “recirculation system”. With the water to waste system, water is provided by the city potable water supply. The used water is then drained into the city storm or sanitation system or is collected and used for irrigation or other ground water replenishing systems. With the recirculation system, water draws fresh from the city’s water supply and uses a water holding tank, pumps, filters, chemical controllers, and UV radiation treatment to treat the water. System cost estimates at Schutte Park and Silver Lake Park are follows: Water to Waste System Schutte Park Silver Lake with building $226,550.54 with building $254,450.54 without building $195,175.54 without building $224,075.54 Recirculation System Schutte Park Silver Lake with building $292,406.77 with building $325,831.77 without building $262,506.77 without building $293,931.77 Notes: Water line & electric to site locations are not included in cost estimates. Updates Planning and Funding for New Library Holzman Moss Architecture is at work on the Design & Development Phase of the new library. This phase will guide decisions about interior and exterior materials and furnishings. These decisions will lead to a more solid budget figure with which to work for the building project. This phase should be completed by mid-September. The Schematic Plans were presented to the Historic Committee on June 17, 2009. The members of the Historic Commission approved the plans unanimously. The next stop in the approval process will be a review by the Planning Commission. A Green Summit for the public will be held mid-summer to introduce the alternative energy plans for the new building. At this summit, the consultants who are working on the building project will present the options, how each works, the initial costs, and the operational cost savings over time. Horizon Philanthropic has begun its work on the capital campaign for the library project. We have created a list of community members who will be asked to assume leadership roles in the capital campaign. Once the leaders have been identified, the case statement can be finalized and the quiet campaign begun. The quiet campaign is the part of the campaign where community members are asked to consider a major donation to the library project. This quiet campaign is the foundation of the fund raising efforts. At the end of this stage in the campaign, the public campaign for mid-level and small donations will be launched. The Kent County Levy Court’s decision to not contribute to the building project is a disappointment. We continue to be optimistic that, in time, the Levy Court will appreciate the overall vision of a county system for all residents of the County and the role that the anchor library serves in that system. At that point, we hope they will reconsider their decision
