EXHIBIT #2 Regular Council Meeting of 10/01/2007 Forecasting Annual Revenue Regression Forecasts Regression equations have been estimated using available data, in most cases for ten years. The number of years is less where data are not available. The regression forecasting equations are based on historical relationships. A change in the relationship will affect the accuracy of the estimating equation. Tax revenues are the product of a tax rate(s) and tax base. A change in the rate or base will change the relationship. Thus, annexation of new land, a change in the method of assessment, or a rate change will change property tax revenue. This will affect the usefulness of the forecasting model. Forecasts should be used in conjunction with expert opinion when developing planned budgets. The forecasting model uses forecasts of several variables, including construction in Dover. Given Dover’s relatively small size, a significant project, such as construction of a large commercial or industrial property, will affect annual construction but will not be captured by the forecasting model, since these singular events average out over time. For example, if the construction forecasting equation predicts construction of $100 million, but actual construction is expected to be $130 million due to a large project, override the model estimate and use $130. An alternative, since the forecasting spreadsheet can be used repeatedly, is to estimate revenues using both $100 million and $130 million of construction, to establish a range of likely revenue. Using the Forecasting Spreadsheets The forecasting file consists of twenty-five spreadsheets. The first computes forecasts of key variables used to forecast revenues. The second computes the forecasts for construction values from three different equations and requires a manual entry to be entered for the actual prediction. The next twenty-two sheets compute forecast values for twenty-two revenue items. The last sheet forecasts general revenue. (The general revenue forecast is a separate forecast, not the sum of the twenty other forecasts. Thus, the general revenue forecast may different from the forecast obtained by adding the forecasts of the component revenue sources.) Variables used for forecasts The first sheet computes the variables used for the forecasts. Ten items must be entered in the red cells on this sheet. The first is the fiscal year which is being forecast (line 3). This is important because several forecasts include time trends. Trends are the number of years beginning with the first year in the data set. The forecasting sheets automatically compute this count by subtracting the beginning year from the fiscal year. (All trends begin in 1997 except the trash fee rebate which begins in 2001.) The next data to enter are Kent County population and labor force data. These are obtained from the Delaware Population Consortium. Their web site is: http://stateplanning.delaware.gov/information/dpc_projections.shtml

Página 10

On this site, go to Single year projection, 2000-2030 at: http://stateplanning.delaware.gov/information/dpc/dpc_2006v0_single_year.xls There is a Kent County tab which has data for population and civilian labor force. Once you enter the fiscal year in the forecasting spreadsheet, the calendar year which must be entered in each cell appears to the right of the cell. In the Kent County spreadsheet, population data for each year is on line 5. The civilian labor force data is on line 17. Enter the data for the appropriate year. Enter the population values for the current and two previous fiscal years (lines 5 – 7). Enter the civilian labor force (line 13) values. Next you need to enter forecasts for three national variables, GDP (line11), housing starts (line 9) and the unemployment rate (line 15). These can be obtained from the web site of the Federal Reserve Bank of Philadelphia, which publishes two forecasts: the Survey of Professional Forecasters and the Livingston Survey. The forecasts links can be found at: http://www.philadelphiafed.org/econ/forecast/index.html For the Livingston Survey, click on the most recent date in the column on the right (currently June 2007). This will connect you to the latest survey release. You need the data for 2008. Scroll down to Table 1. The GDP data are in line 2, the housing starts in line 6 and unemployment in line 9. Note: Both surveys list housing starts in millions of units. Convert this to thousands by moving the decimal point three spaces to the right. If the last space is blank, just make it a zero. Thus 1.531 should be entered as 1531. Click on the most recent link for the Survey of Professional Forecasters. Scroll down to Table 1. Here the GNP data are in line 1, the housing data in line 7, and the unemployment data in line 4. As noted above, move the decimal three spaces to the right for the housing number. Which forecast is better? The answer is neither. They tend to be very similar. You can try both sets of numbers or average the two. Here are the data for the most recent 2008 forecasts: Survey of Professional Forecasters Livingston Survey GDP $14617.2 $14611.2 Housing 1.55 (Enter 1550) 1.531 (Enter 1531) Unemployment Rate 4.8 4.8 Finally, enter the dollar value of construction in Dover for the previous fiscal year (line 17). Construction is the key! Once these values are entered , three estimates of Dover construction for the current fiscal year appear on lines 4-6 of the next sheet. An average of the three estimates is also given on the same sheet. Then, you can enter the construction value you think is appropriate in the red box on line 11 and review the various revenue categories that are affected by construction. You can use any of the estimates on this sheet, the average estimate, or any other value that you feel is an appropriate estimate for the current fiscal year’s construction. You can change this value as often as you choose.

Página 11

Completing the Forecast For eight revenue categories, you need to enter the previous fiscal year revenue in the appropriate red box on the sheet for each revenue item. These revenue categories are: Business Licenses Rental Dwelling Permits Trash Revenue Property Taxes Water Fees Sewer Fees Fuel/Waste-Water Adjust General Fund Total Revenue Choosing among alternatives For several revenue categories, there was no statistical basis to choose among two or more estimating equations. In these cases two or more estimates appear on the respective forecast sheet. Over time one estimate may prove to be superior to the other(s). The items with two or more forecasts are: Recreation Revenue Rental Dwelling Permits Trash Revenue Trash Fee Rebate Property Taxes Penalties – Taxes Chancery Court Fees Water Fees Sewer Fees Fuel/Waste-Water Adjust

EXHIBIT #4 Regular Council Meeting of 10/01/2007 The Revenue Tracking System The tracking system consists of two files, a master spreadsheet with twenty-three separate sheets and a work sheet that updates the limits (percentages of revenue collected) each year as new data become available. These two files should be kept in the same folder, as they are connected. The Tracking System – Master file consists of twenty-three spreadsheets; the twenty-two revenue categories forecast and a sheet for total general revenue. There is a red box in cell B3 in each spreadsheet. Enter the projected or budgeted revenue for the current fiscal year for each revenue item in this box. I recommend tracking the “budgeted” amount if the “budgeted” revenue differs from the estimate of the “forecast” amount. Since spending will be linked to the “budgeted” revenue, you will want to determine if revenue collections are on track with projected spending. For each month of the fiscal year, enter on line 8 of each sheet the amount collected for each revenue item. The sheet automatically computes a cumulative total and cumulative percentage of projected revenue collected. On line 21 of each sheet, the cumulative percentage of revenue collected can be compared to the historic highs and lows on lines 20 and 22, respectively. If the percentage collected exceeds the historic highs for several months, review the underlying conditions to determine whether expected revenue should be increased. If the percent collected is below the historic minimum for several months, it would be advisable to review the conditions to determine whether projected revenue should be reduced. Extraordinary revenues Extraordinary revenues should be treated according to your budgetary guidelines. That is, if an item should be treated as reserve funds (a large one-time property transfer) do not include it in the tracking data. If the extraordinary item increases the spendable revenue base (annexation of land/properties increasing property taxes) include it in the revenue tracking data. In this latter case, the revenue will continue in ensuing years and should result in an increase in projected spendable income. Updating historic bounds (highs and lows) The file Tracking System Work computes the cumulative highs and lows each year and updates the historic highs and lows. This file consists of twenty-three spreadsheets for the twenty- two revenue categories and the general fund. In each sheet enter the monthly amount collected in the appropriate red box. (We do not have complete fiscal 2007 data, so you might want to update this file as soon as fiscal 2007 data are finalized.) The cumulative total on lines 80 – 85 are automatically updated. This file is connected to the Tracking System – Master file. If the historic highs and lows change, the change is made automatically in the Tracking System – Master file. The updating of the highs and lows in the Tracking System – Master file occurs only when June data are entered for each fiscal year in the Tracking System Work file. It is impossible to determine whether monthly bounds are exceeded until total revenue is known.
