Página 12
On April 17, 2006, the Planning Commission recommended approval of the annexation with the
proposed C-1A zoning.
Surrounding Land Uses:
To the west, there are residential parcels which front Bradford Street. Two are zoned R-8 in the
City, and two are zoned RM (Multifamily Residential) in Kent County. The land to the southwest is
zoned C-2A in the City and is medical offices. The adjacent property to the north is an automobile
service center, and the adjacent property to the south is a residence. The neighboring properties
along State Street are zoned BG (General Business) in Kent County. The third parcel north of the
subject parcel is the gas station located at Wyoming Avenue and State Street, zoned C-3. East of the
subject parcel, across State Street, is a Happy Harry’s, zoned C-4 and Carroll’s Corner Shopping
Center, zoned SC-2.
Comprehensive Plan:
The Annexation and Growth Map contained within the current certified Comprehensive Plan
designates this land as Category #1 – Lands Identified for Annexation, and designates the land for
Commercial Use.
Cost-Revenue Analysis:
The Cost-Revenue analysis showed a positive cash flow to the City of approximately $5,650 over
ten years.
Other Considerations:
This parcel is one of several parcels comprising an enclave in the City. It is currently receiving
water and electricity from the City of Dover.
Recommendation of the Planning Staff:
Because this is a Category 1 designated area in the Comprehensive Plan, and because the planned
use is in accordance with the uses prescribed in the Comprehensive Plan staff recommends approval.
This recommendation is being made without the benefit of hearing the comments of surrounding
land owners and residents. A public hearing is required on this matter and those comments should
be given serious consideration by the Commission.

Library Value
“The move of the library into a modern, technology adaptable
library located in the core area of Dover would be a significant
landmark for downtown Dover. It would greatly enhance the
downtown area and be a destination location for Dover and
neighboring residents. Because the library would attract
many users on a daily basis it would increase activity in the
downtown area and support the City of Dover
Comprehensive Plan. As library services develops in Kent
County, it is anticipated that the Dover Public Library would
play a larger and larger regional role and both the new
building and any possible addition should support that
possibility.”

To address the issues raised in the report, a site committee was formed to identify
potential locations for construction of a new library.
Members of Site Committee
Tony DePrima, City Manager
Eugene Ruane, Councilman & Library Liaison
Zach Carter, Director Parks, Recreation & Library
Dr. Morris Eskenazi, Library Commission Chairman
Sheila Anderson, Director Dover Public Library

Additionally, the committee along with key
individuals, including Kent County and Dover
residents, toured three libraries that had been
recently constructed.
