Item 1. DOVER HUMAN RELATIONS COMMISSION The Dover Human Relations Commission (DHRC) met on July 16, 2024, at 6:09 p.m. with Vice Chairperson Hall presiding. Members present were Mr. Fleming, Dr. Mishoe Sudler, Mr. Faust, Ms. White, and Mr. Lott. Mr. Gaddis, Mr. Simmons, and Ms. Mullen were absent. ADOPTION OF AGENDA Mr. Fleming moved for approval of the agenda, seconded by Dr. Mishoe-Sudler and unanimously carried. ADOPTION OF MINUTES Mr. Faust moved for adoption of the minutes of the Dover Human Relations Commission Meeting of June 18, 2024. The motion was seconded by Mr. Fleming and unanimously carried. COMMITTEE REPORTS/UPDATES Assessment Vice Chair Hall stated that there was no report. Community Programs Dr. Mishoe Sudler stated that he and Mr. Faust have discussed various community matters. However, they have not planned any specific programs at this time. They are aware of ongoing community events to which they have been invited. For example, the Delaware Jurisdiction Prince Hall Mason is hosting a community event on August 24th at their building on State College Road from 10:00 AM to 4:00 PM. They have invited the commission and other city officials, state officials, and officers to participate. Dr. Mishoe Sudler stated that first responders are definitely talking about and participating in community day. It is more of a community health and wellness event. Medical agencies will be present to provide various screenings. They will discuss prostate cancer for men, high blood pressure, and other health issues prevalent in the community. He noted that he has a flyer that he can share with everyone for more details. This event highlights one of the community programs they have been invited to. Mr. Faust noted that he has been looking for grants and similar funding opportunities. Although he has not found anything yet, he has not given up. Many grants require specific criteria, such as a certain size or focus. He is still searching for that needle in the haystack, but progress is being made. Dr. Mishoe Sudler stated that they also had a conversation about potentially hosting a candidates' night here in Kent County. This event would include candidates running for various offices, not just governor or lieutenant governor, but also other local positions. It is something for everyone to consider because it will happen. He has discussed this with members of Mount Zion, the church he attends, which has a Social Action Commission. They want to remain diligent, involved, and engaged in the community. So, they will definitely plan to have a candidates' night before they hold a voters' night. 3

Item 1. DOVER HUMAN RELATIONS MEETING OF JULY 16, 2024 PAGE 2 School Programs Bishop Lott stated that they have some ideas in the making. He is communicating with individuals involved in the school system, but they have not been able to gather enough information to report yet. Dr. Mishoe Sudler stated that they have not spoken with the interim Superintendent yet, but they do plan to communicate with the Capital School Board District extensively. They understand that there was some unrest with the departure of the previous superintendent. Members of the community have expressed concerns, and while it is unclear how much the commission or the City of Dover can intervene in the Capital School District's issues, these concerns are noted. Community members are not just concerned about the board but also the superintendent and overall district operations. Our kids in the Capital School District are also paying attention and expressing their concerns in their ways. They are preparing to engage with the Capital School Board and the district as a whole, hoping to ask questions and seek answers to ensure the community feels reassured about these changes. Additionally, as Mr. Faust mentioned, they have discussed the need for more productive activities for the youth in Dover during the summer. Dr. Mishoe Sudler explained that given the concerning incidents of shootings, fights, and other criminal activities, they need to consider programs like the National Youth Sports Program (NYSP) that he attended in the past. Delaware State University hosted it, bussing in kids from all ages up to high school for a summer program that kept them engaged until the afternoon. Programs like these kept the kids tired, fed, and out of trouble. They need to look for similar or new positive programs that will benefit the youth today. Engaging with their educational institutions during the summer is crucial to keep the children focused and on track. When the kids return in the fall, they want them to retain some educational momentum instead of losing it all over the summer. Responding to Ms. Hall, Dr. Mishoe Sudler stated that in terms of numbers, he has not engaged yet with DSU to see what their buy-in would be, but in terms of ideas, they have had some discussions. He has spoken with the former program director, who is still affiliated with Delaware State University, to gather some ideas. They are continuing the dialogue and seeking contacts within Delaware State University to obtain concrete numbers and project details. Responding to Mr. Fleming, Dr. Mishoe Sudler confirmed that he receives the circulars for the City of Dover Parks and Recreation programs at the Pitt Center, as well as Kent County's programs, but noted that they come with an associated cost. He is advocating for those who cannot afford even a dollar. Often, they can get Delaware State University to contribute by donating busing for transportation. The individuals already working at the university will be the ones directly involved in the program, activities, and engagement. They will also bring on students to help through internships and similar opportunities, which can significantly reduce costs for the institution. If they plan carefully and maintain dialogue, they can hopefully secure their continued support for their return. Responding to Dr. Mishoe Sudler, Mr. Faust noted that he thought Dr. Mishoe Sudler nailed exactly what he was talking about. “Why can't we approach some of the colleges?” They have programs like basketball and young men and women training to be gym teachers. Even if kids need help with reading and other subjects, it is a win-win. The students get credit, and the colleges get positive PR. “What's wrong with having a softball or basketball game with someone teaching the sport?” It is something they may want to explore, like the Police Athletic League (PAL) in Philadelphia. There might be funds available for something like that. 4

Item 1. DOVER HUMAN RELATIONS MEETING OF JULY 16, 2024 PAGE 3 Ms. White stated that she would like to piggyback on the school board discussion at this time. Currently, she understands that they are searching for a new superintendent. She truly believes the incoming superintendent will greatly benefit the children. So, until that individual is in place, she suggests they wait and see what is on their agenda before making any major decisions. Ms. White continued by stating that in the meantime, Commissioner Fleming mentioned that there were many cars at the shooting park. Various organizations host events there, and her church has also been involved. There are buildings in the community that could be utilized for activities where children can gather and use the available equipment. Ms. White explained that as Dr. Mishoe Sudler mentioned, there are often costs associated with these programs. However, she believes many fees can be waived, as she has seen with organizations like the YMCA and Boys and Girls Club. While some young people may feel uncomfortable asking for help due to pride, there are resources available for them. On her side of town, particularly in areas like Manchester where the trailer was removed, there is a large field that could be used. Councilman Neil and Arndt have worked in the area, especially around domestic violence issues. There are many available spaces where they could engage the children. She believes they are looking for someone to connect with them, and it is essential that they help them build relationships with each other and with the Dover Human Relations Commission (DHRC). By-laws Dr. Mishoe Sudler stated that there was no report. Finance Dr. Mishoe Sudler stated that there was no report. OLD BUSINESS Discussion – Brochure updates Ms. White requested that both her numbers be on the updated brochure. Mr. Fleming moved to accept the updated tri-fold brochure as amended. The motion was seconded by Mr. Faust and unanimously carried. Open Discussion Mr. Fleming discussed new shirts for the members. Mr. Fleming is going to get prices on the shirts and bring back the information to the Dover Human Relations Commission (DHRC). ADJOURNMENT BY 7:00 P.M. Ms. Hall moved for adjournment of the Dover Human Relations Commission (DHRC) hearing no objection the meeting adjourned at 6:50 p.m. Meeting adjourned at 6:50 p.m. Alan P. Gaddis Chair APG/aw 5
