Welcome
Agenda – Approved by consensus.
Minutes (February 12th meeting) - Approved by consensus.
Public Comments - None
32 W. Loockerman St. (frontage near bus stop) (Property owned by Colonial Management)
• CPTED (Crime prevention Through Environmental Design) and proposed metal project by
Brian (Harry) Bachman. Total cost is ~$7950.00
Funding Sources:
• $2,000 from DDP
• $2,500 from Colonial Management
• $3,000 from the DE Division of Arts
• $500 from City of Dover Mayor
Dawn made a motion to move forward with the CPTED project. Kerri seconded the motion. Committee
unanimously approved.
Potential Projects
• Diane discussed reviving the Sign Improvement Program and looking at creating a cap on
the dollar amount given to businesses.
• New banners made with updated artwork, incorporating DSU more regularly.
• Potential large mural on the side of the Mobility Center
New Business – Diane has been contacted by Julie Miro, Executive Director of Keep Delaware Beauti-
ful. Keep DE Beautiful would like to help fund a project in Downtown Dover that focuses on our key
initiatives; beautification, recycling or litter abatement. Funds (roughly $3,500 - $3,800) have already
been secured from Coca Cola for the project.

The committee discussed several options for the funds including: banners with painted images (from
the annual Paint Dover! outdoor painting event); benches/chairs/checkers or games for outdoor enjoy-
ment; lighting over roadway (market type lighting); selfie-station markers or a special sign in a “this is
Dover” location where people can take photos; a large mural or painted wall on the new mobility center
(which will have a very large wall on which to make a visual mark); and displays or inspirational vinyl
stickers for vacant store windows.
Some of the contemplated projects could use the funds for a smaller scale, near-term expenditure, and
some ideas would use funds to “seed” a future project.
The group had several questions that Diane will take back to Julie for clarifications prior to making a
decision on/by the next committee meeting of April 16.
• Must the project be on public property?
• Can funds be spent in future? (If so, what is the target/preference?)
• Does the outcome need to be permanent? (i.e.; murals have a lifespan)
