SPECIAL COUNCIL MEETING A Special Council Meeting was held on January 11, 2016 at 5:00 p.m. with Council President Slavin presiding. Members present were Mr. Anderson, Mr. Cole, Mr. Hare, Mr. Hosfelt, Mr. Hutchison, Mr. Neil, and Mr. Sudler. Mr. Lewis was absent. Council staff members present were Mr. Koenig, Mrs. Mitchell, and Mrs. McDowell. Mayor Christiansen was also present. ADOPTION OF AGENDA Mr. Hutchison moved for approval of the agenda, seconded by Mr. Neil and unanimously carried. Mr. Neil moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(4) - Potential Litigation and Collective Bargaining Strategy Session, seconded by Mr. Hosfelt and unanimously carried. The Special Meeting recessed at 5:00 p.m. Mr. Neil moved to adjourn the Executive Session, seconded by Mr. Anderson and unanimously carried. Executive Session adjourned at 5:48 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Conciliation Order by Consent - Department of Natural Resources During the Executive Session, Mr. Scott Koenig, City Manager, provided historical information related to the City’s Municipal Separate Storm Sewer System (MS4) Permit and advised members of a Conciliation Order proposed by the Department of Natural Resources. Mr. Anderson moved to accept the City Manager’s recommendations and authorize him to enter into conciliatory decree negotiations and agreement. The motion was seconded by Mr. Hosfelt and unanimously carried. Mr. Anderson moved for adjournment, seconded by Mr. Hare and unanimously carried. The Special Meeting adjourned at 5:50 p.m. TRACI A.
