SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Interim City Planner-Building Inspector

SPECIAL COUNCIL MEETING A Special Council Meeting was held on March 27, 2017 at 6:00 p.m. with Council President Slavin presiding. Members present were Mr. Anderson, Mr. Cole, Mr. Hare, Mr. Hosfelt, Mr. Hutchison, Mr. Lewis, and Mr. Neil. Mr. Sudler was absent. Mayor Christiansen was also absent. Council staff members present were Mrs. Mitchell (departed at 6:01 p.m. and returned at 6:18 p.m.), Mrs. Townshend (departed at 6:01 p.m. and returned at 6:18 p.m.) and Mrs. McDowell. ADOPTION OF AGENDA Mr. Lewis moved for approval of the agenda, seconded by Mr. Neil and unanimously carried. Mr. Hutchison moved to recess into Executive Session pursuant to 29 Del. C. §10004 (b)(1) - Discussion of an individual citizen's qualifications to hold a job or pursue training unless the citizen requests that such a meeting be open. This provision shall not apply to the discussion by a licensing board or commission which is subject to the provisions of § 8735 of this title, of an individual citizen's qualifications to pursue any profession or occupation for which a license must be issued by the public body in accordance with Delaware law. The motion was seconded by Mr. Neil and unanimously carried. The Special Council Meeting recessed into Executive Session at 6:01 p.m. The Executive Session adjourned at 6:26 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Interim City Planner/Building Inspector During the Executive Session, members of Council considered the qualifications of Mr. David S. Hugg III to serve as the interim City Planner and Building Inspector. Mr. Hare moved to authorize Mrs. Donna S. Mitchell, Acting City Manager, to negotiate with the candidate to become the Acting City Planner and Building Inspector at a rate that Mrs. Mitchell will find acceptable to all members of Council for a period not to exceed six (6) months without approval from Council. The motion was seconded by Mr. Lewis and unanimously carried. Mr. Hutchison moved for adjournment of the Special Council Meeting, seconded by Mr. Hosfelt and unanimously carried.
