She noted that he requested additional vacation time in exchange for a reduced salary, which would require Council’s approval since it is an exception to the personnel policy. Mrs. Mitchell advised that the terms recommended for additional vacation were as follows: Upon completion of the probationary period, March 4, 2019, 52 hours of additional vacation leave will be granted. Thereafter, from January 1, 2020 through and including January 1, 2026, an additional 40 hours of vacation leave will be granted on January 1 of each year. The additional vacation time will cease in 2027 when normal vacation accrual, per City Policy, reaches at least four (4) weeks per year. The electric director will also earn forty (40) hours of personal leave each year in exchange for holidays. Mr. Cole moved for approval of the City Manager’s recommendation, seconded by Mr. Neil and unanimously carried. Collective Bargaining Strategy Session - Tentative Labor Agreement - Dover Organization of Employees (DOE) During the executive session, Mrs. Donna Mitchell, City Manager, reviewed the terms of the tentative labor agreement with the Dover Organization of Employees (DOE).
