Design Committee Meeting Minutes Wednesday, Nov. 14, 2018 12:00-1:00 pm CEN DEL Foundation Building 1. Welcome/Call to order Tina introduced Rosie Mujica (spelling?) who will be staff support for DDP and currently attending subcommittee meetings to see where she could have a role. 2. Roll call Will Grimes, Dawn Melson-Wilson, Rosie Mujica, Brynn Voshell, Tina Bradbury, Kristin Pleasanton, Elena Stewart, Tricia Arndt, Carrie Hart, Diane Laird 3. Approval of October 18, 2018 Minutes Will made motion; Elena seconded motion; unanimously approved 4. New Business a. Façade Grant applications Tina presented the application for 201 W. Loockerman. The applicant did not provide estimates for the entire scope of work so the subcommittee could not approve the application. Dawn explained that she would need permits from the City of Dover for the work as proposed. 25 W. Loockerman – the application was presented so the applicant could get thoughts from the subcommittee. Once again, estimates are needed prior to the approval of the application; however, it was noted that the brick should not be painted as proposed. b. Mtg. w/ Bill Winters Kristin shared that she met with Bill Winters about the bird mural being proposed on the back of his buildings. He likes the idea and the project is moving forward. c. Harrington mural Kristin shared that Mike Harrington would like the mural on the Cendal building to be of a historic Dover scene. The next step would be providing the Harringtons a “mock up” of what that would look like and Dawn suggested presenting it to the Historic Commission as well. She also suggested that since it is on a brick wall, that a design that leaves some of the original brick exposed may be received better than one that covered all the brick. Kristin said she would set up a meeting once the design was finalized. d. Holiday window decorating contest The theme of this year’s contest is “Home for the Holidays” and there will be 6 categories:  1st place - $250

Design Committee Meeting Minutes Wednesday, Nov. 14, 2018 12:00-1:00 pm CEN DEL Foundation Building Page 2 of 2  2nd place - $150  3rd place - $100  People’s choice (facebook and paper ballots) - $100  Mayor’s choice - $100  Honorable Mention - $50(2) Contestants will have to register by November 30th, decorated by December 6th and winners will be judged by December 14th. Elena and Carrie volunteered to judge. 5. Old Business a. Electrical boxes update Will shared that 3 additional boxes would be painted. The COD would like additional facility boxes painted if possible. Tina shared that the DDP had issued $3600 for the painting of the 18 boxes ($500 to be reimbursed by NCALL) and would like a process for compliance since there were two cases of deviation from “approved” designs. Diane suggested we provide a template so that applicants could show what would be painted on each side of the traffic box. Trish suggested adding language on the template that said a significant deviation could result in loss of funding. 6. Committee Open Discussion a. Diane let the committee know that term limits for board members and committee members was proposed. By January, members should let her know if they would like to stay on or leave in June. b. Elena suggested adding another member, Devon Hoerner, to represent D3 in an effort to promote communication between the groups and make sure our effforts to beautify the downtown area were more cohesive. This led to a broader discussion about communication with the City; the committee was made aware that instead of the banners that the committee purchased, the City had ordered wreaths. Diane suggested including other entities on a quarterly or semiannual basis to prevent miscommunications. c. The committee decided not to have a meeting in December. The next meeting will be January 9, 2019. 7. Adjournment
