SPECIAL DOVER HUMAN RELATIONS COMMISSION MEETING A Special Dover Human Relations Commission (DHRC) meeting was held on January 17, 2019 at 6:10 p.m. with Mr. Gaddis presiding in the absence of a chair. Members present were Mr. Fleming, Mrs. Herbert, Ms. Mullen. Mr. Rocha and Ms. Paige were absent. OPEN FORUM The Open Forum was held at 6:00 p.m., prior to the commencement of the Official Commission Meeting. Mr. Gaddis declared the Open Forum in session and reminded those present that the Commission was not in official session and could not take formal action. There was no one present wishing to speak during the Open Forum. Mr. Fleming moved for Mr. Gaddis to preside over the meeting in the absence of a chair. The motion was seconded by Mrs. Herbert and unanimously carried. AGENDA ADDITIONS/DELETIONS By unanimous consent, the agenda was adopted as presented. Report - Mediation Training Referring to the March 22 - 23, 2018 Mediation Training attended by Mr. Henderson, Mr. Gaddis, Ms. Mullen and Mr. Rocha, Mr. Gaddis advised that the training was a 12-hour orientation over two (2) days. He noted that People's Place introduced methods of mediation and tactics from the extensive training to become mediators. Those in attendance were given examples of mediation sessions that enabled two (2) opposing sides to present their views and reach a mutual agreement. Ms. Mullen added that the training was very informative and helpful in understanding the process of mediation. Submissions for 2018 Annual Report to Council Mr. Fleming stated he would like to add information to the annual report regarding the conflict resolution training he attended. He stated the training was two (2) to three (3) hours long, but that it was very good and that he learned a great deal. Mr. Fleming noted that there were a few lawyers there that were not necessarily in favor of conflict resolution because it cut out that portion of the situation. Mrs. Herbert moved for Mr. Gaddis to draft the 2018 Annual Report to City Council, seconded by Ms. Mullen and unanimously carried. Responding to Ms. Denise Devine, Assistant City Clerk, Mr. Gaddis advised that the report would be submitted to the City Clerk’s Office by February 1, 2019.
