Bicycle Pedestrian Sub‐Committee Dover City Hall Large Conference Room Dover, DE May 7, 2019 *** DRAFT*** Members Present: Others Present: Gerry Pennington, Chris Asay, Dave Moses, Fran Carolyn Courtney, Eddie Diaz, John Firori, Riddle Jim Galvin, Kirby Hudson, Andy Jakubowitch, Dirk Lee INTRODUCTIONS CALLED TO ORDER: Meeting opened at 5:00 P.M. AGENDA Mr. Asay moved to approve the agenda as presented except for the Bicycle and Plan Update as I don’t have any update. With discussion Mr. Hudson and Mr. Galvin said they would speak to the topics. With that the motion was seconded and passed without objection. MINUTES The Chair presented the minutes for approval. Mr. Galvin spoke to the minutes and shared that his goal was not to mislead but to provide with information of what the MPO can provide. Brief discussion took place to clarify statements made by Mr. Asay during the meeting and Mr. Galvin at the previous meeting. Mr. Galvin noted the procedure that Mr. Asay laid out for the Bicycle and Pedestrian Plan update were not correct. The MPO and WRA will not be coming to each meeting of this body. They will host public meetings that this board can participate in. Mr. Asay objected that the contractor is writing the plan for the the committee to be bring to the city. Mr. Hudson concurred with Mr. Galvin, the consultant is not working for this committee. Mr. Asay felt the committee should have a say in the scope of work and writing the plan step by step. Mr. Galvin noted the consult has a scope of service, this board will have the chance to be a part of the process make comments. Mr. Asay noted he had a problem with that approach. Mr. Lee, stated I understand this committee advises the city on making agreements with contractors, correct? Mr. Galvin noted the city has only a small portion of the fee, the MPO will pay for the majority and agreed to the scope of service based on the direction from the City Manager. Mr. Moses noted the city does not hold value in this committee as they did in the past. He would like to discuss this moving forward as I don’t think they even want to have this committee anymore from the things I hear. Mr. Asay noted, we are working on the minutes of the last meeting. Mr. Hudson stated the problem should become a lot clearer once we meet with Mrs. Mitchell, as there is some loss of clarity in the role of this committee and taking things further than we should be at this table. Mr. Moses expressed his displeasure with the meeting and time of meetings being kept to one hour. Mr. Hudson I hear your concern, I’m telling you the MPO hired this consultant not the city. I think when we sit down with Mrs. Mitchell next week some clarity and the role of this committee will be discussed. The meeting with Mrs. Mitchell is May 20th. Members were invited to attend. There was a motion to accept the minutes that was seconded, and the motion then carried to accept the minutes without objection. OLD BUSINESS PEDESTRIAN ISSUES Ms. Courtney shared Maria Anayda’s (Pedestrian Coordinator, DelDOT) updated email. (Attached). Bradford Street Sidewalk ‐ workshop is being held June 24 from 5 – 7 PM in the Dover Public Library.

South Little Creek Road – being designed in‐house and working with Church for easement and going thru the review system and hoped to have the project completed sometime this summer. DOVER TREASURE HUNT Fran it’s part of the August 31st Mayor Kayak Regatta – Open Streets – Treasure Hunt. Planning is going well. We are planning on guided walks from Silver Lake to The Green with water stops along the way and possibly guides/interepters that can share information on some of the “treasures” along the way. Such as a historic marker, building markers, trees, etc. Planning continues, we meet monthly but will increase as we get closer to the date. CONSTRUCTION PROJECT Mr. Fiori reported on the following: US13 Sidewalk is under construction, started in April between Big Lots and Leipsic Road (north bound side). Capital City Trail – gateway to S. State Street, addressing the semifinal comments (path along Rt10) Kenton Road – From Rt8 to Chestnut Groove semifinal plans were submitted for internal review, comments from their section have been submitted. Shared use path along Kenton Road to from Chesnut Grove to College Road. Construction is set to begin in FY22 with funding pending. SR8 and RT15‐ semifinal plans were distributed, comments are back and they are working on those improvements. The Senator Bikeway project will be included in their plans. Senator Bikeway Phase 1 – advertised and contract awarded. Construction to begin once school is out. Intersection of Saulsbury to West Street. West Street to Cecil to Silver Lake. There is two sections on 2 phases under this phase. Saulsbury to West is one section and Cecil to Silver Lake is the other section with sharrows. Mr. Asay noted sharrows make no sense. Mr. Fiori noted this was presented by Century to this board. A lot of side discussion, could here on the recording. Mr. Asay asked about the the next phase after the one after they are doing this year, will it be the connection out the high school? Mr. Fiori replied yes but we have not gotten that piece started yet. BICYCLE AND PEDESTRIAN PLAN Mr. Galvin noted the MPO has funding set aside but the contract has not been signed yet. Probably because the city is waiting for the FY20 budget approval. We will follow up. Mr. Asay asked Mr. Hudson about the city budget process. Mr. Hudson responded that we are in the budget process now. Last year the budget was passed quickly, that may be the case again this year. EDUCATIONAL PARTNERSHIP Mr. Fiori reported only one bike rodeo was scheduled for this year. This took a little longer to get scheduled due to school district personal changes. The rodeo is set for May 17th from 9 am – 1 pm at North Dover. Volunteers are needed!! I will not be able to attend due to previous appointment, but Chip Kneaval will be working with Ms. Courtney during the event. Even if you stay for the whole time, please come out to help, we could use the volunteers. Mr. Pennington stated he could try to get some airmen to come assist. Fran noted she would be available for a short time in the morning. BIKE MONTH EVENTS FOR MAY Mr. Firori reported on the Legislators Ride. Ms. Courtney reported they city’s Bike to Work event will be May 15 and the Ride of Silence would be that same evening at Silver Lake Park at 7 PM. RideShare and MPO will be setting up with us for the Bike To Work Day. We are unveiling the Bike Fix It Station next to the air pump/bike racks during BTW day. Groups are leaving from DelDot and Schutte Park to meet at the Library. Local, County and State elected officials were invited.

Mr. Fiori apologize and referred back to the Senator Bike Way. Mr. Fiori noted that Mr. Smith of Bennie Smith funeral home had contacted DelDOt with concerns. They will be meeting with him on how to resolve any problems. DelDOT has planned to make some site improvements for him. He has not signed the easement at this time. SUBCOMMITTEE VACANCY Mr. Asay noted Mr. Lee is here and ready, but there is a domino effect. He gets appointed by the Chairman of the Safety Advisory Committee. At the moment, there is no chair. The President of City Council, Mr. Slavin noted he is holding off on selecting a Chairman for that committee as he is not going to be the Council President. Once council meets and selects their committee chairs, we will then move forward with recommending Mr. Lee’s appointment to this subcommittee. Mr. Asay hopes by next meeting it will be formalized. ADDITIONAL BIKING EVENT IDEAS Mr. Moses, I’ll be quick. I’m going to leave the GloRides up to the committee to discuss. The last meeting I was going to do a meeting on the viability of Schutte Park for my Time Trial and Duathlon. But since then, I’ve moved forward elsewhere and I may or may not have these courses in the city so I am not sure if we can claim them as events. We partnered with someone else who is offer us a better on term partner. Mr. Asay asked if there were dates? Mr. Moses responded not at this time. I think it will work out great with the new venue. New Business Meeting Schedule Mr. Asay brought up they we have had 3 meetings cancelled. We are falling behind on the work we need to get done. One of things we could do is reinstated our July meeting. With discussion it was noted to not meet in July but not to cancel meetings in the future, to try to find another date within the same month. The July meeting is skipped for many reason, staff resources, lack of quorum, and other city meetings do not meet in July. This follows suit with the city groups. I don’t understand why we can’t talk about postponements instead of cancellations to be discussed at a future meetings. 2019 Delaware Bicycle Council Grant Mr. Asay the grant application announcements have been sent out and the purpose for our meeting with the City Manager this month is about that. To see if she will apply with our application for last year as it was pulled last year. We are going to ask her if we can resubmit for 2019. It was pulled for budgetary and resident concerns. ANNOUNCEMENTS ADJOURNMENT With no further business, the meeting adjourned at 6 pm.

Will definitely keep the south side of South Little Creek Road for consideration in the succeeding rounds of these small, easy‐fix sidewalk projects. That portion of South Little Creek Road is more than 500 feet and will run into a couple of driveways. Will keep you posted. Best, Maria 1

But here are some updates regarding the above‐referenced projects. 2

Bradford Street ‐ This is on schedule ‐ Preliminary Plans have been completed and reviewed and our design consultants are now working on the Semi‐Final Plans. The project manager for this is Jeff Niezgoda. However, Jeff and I met with Donna Mitchell and Jason Lyon on October 3, 2018 after area residents brought to their attention some serious flooding in the area. It is to my understanding that the City will try to piggy back on our project to address the flooding issue (not sure if there's any update from the City regarding this). South Little Creek Road ‐ This is being designed in‐house. Abe Berihun is the design engineer (copied here). When I checked with him last week, he said that they are working with the church to get permanent easement. If or when they get the easement, this should be a relatively quick project. Jeff/Abe/Jim ‐ feel free to add anything I might have missed. Thank you! Best, Maria 3
