SPECIAL CITY COUNCIL MEETING - ES ACTION (PUBLIC) - Appointment of Acting CM

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on November 5, 2020 at 4:30 p.m. with Council President Hare presiding. Members present were Mr. Anderson, Mr. Sudler, Mr. Neil, Mr. Slavin (arrived at 4:40 p.m. and listened by telephone), Mr. Rocha, Mr. Taylor, and Mr. Lindell. Mr. Cole was absent. Mayor Christiansen was also present (arrived at 4:42 p.m. and departed at 5:26 p.m). Council staff member present was Mrs. McDowell. Others present were Mr. David Deutsch, The Mercer Group, Inc., and Mrs. Kim Hawkins, Director of Human Resources. ADOPTION OF AGENDA Mr. Lindell moved for adoption of the agenda, seconded by Mr. Neil and unanimously carried. Mr. Neil moved to recess into Executive Session pursuant to 29 Del. C. §10004 (b)(1) Discussion of an individual citizen's qualifications to hold a job or pursue training unless the citizen requests that such a meeting be open and 29 Del. C. §10004 (b)(9) - Personnel matters in which the names, competency and abilities of individual employees are discussed, unless the employee requests that such a meeting be open. The motion was seconded by Mr. Sudler and unanimously carried. The Special Council Meeting recessed into Executive Session at 4:30 p.m. The Executive Session adjourned at 7:26 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Appointment of Acting City Manager During the executive session, members of Council considered the appointment of an interim or acting City Manager, as the result of Mrs. Donna S. Mitchell’s retirement. Mr. Taylor moved to appoint Mr. Matthew Harline as the Acting City Manager effective October 15, 2020 with a 5% pay increase to continue until a new City Manager is in place. The motion was seconded by Mr. Rocha and unanimously carried. Mr. Neil moved for adjournment, seconded by Mr. Rocha and unanimously carried.
