Rosie and Dawn motioned for minutes; approved unanimously. Mural celebration/dedication – great job pulling together. Great weather, DE State News had picture of the Mitten & Winters bird hats, really nice turnout of people, wonderful mild weather and a terrific celebration of a thorough mural development and installation process. Façade grant application: To date $2,035 has been spend on façade portion of Design workplan. One in limbo for Parke Green Galleries. Current application is for old Suds Bar space (moved to a block down), a new tax business with potentially some retail aspects (copying, shipping, etc.) Tina has been working with landlord and tenant. Requesting signage, painting, window repair, power washing. Seeking hanging sign, decal sign across windows, and a box (lit from within). The box sign cannot be illuminated. They have filed a sign application, which Dawn will look into. Tony from Nemesis is doing the work. Internally lit signs are not permitted by historic district and this committee will not cover façade funds for this kind of sign. Quote for painting, Tina made it a $150 allowance for painting. Painting can only be where the brick is painted now. Windows: replace one side window. There are two different measurements and prices for the window, which is now in question. Kim mentioned that they had not pursued replacing that window when Suds Bar was in the space. The window does not wrap around to the front, it is just cracked on the one window. Power wash was an email. Current issue with the door shutting, which will likely require replacement, but the type and price of a door replacement is unknown. Door is a landlord responsibility thus funds could be issued to landlord if need be. Potential addendum to first application. Total for application for what is known: power washing, “up to” for window, and items within the current application: $5280 cost, so $2,640 would be the current application for façade funds. Vote to approve $2,640 in current application, with addendum added for door at a later time, if needed. WG, RM moved; approved unanimously. Kristin will write up and Tina will move forward. Plaque update: Elena has still been unable to get a better image for the plaque production. Rosie sent new image to Elena which may very well work. City of Dover buildings are closed to the public through end of November and possibly longer, due to COVID concerns. Staff is working on alternative shifts, select days in office. Library is open, with reduced hours, COVID protocols in place. Check City’s website for updates. Email is best for reaching city employees. Merchant Holiday Window Contest. Fire-fighters, nurses, other first-responders were considered for judges. Police chief, fire chief, Bayhealth hospital, DAFB and/or EMT representatives could be contacted, and attend with a Design committee representative. Total of four judges including Design committee rep. Tina asked that Rosie (poll) help with People’s Choice, until Saturday, December 12 . Evening of Dec. 4 or beyond. Will would like to judge on First Friday, at 4 p.m. at Cendel, along with three additional judges. Judges talk at the end to finalize decision. Tina will find the application and judging score card from Brynn for updating, submit pictures by Thursday. Rosie will take pics for those windows for which the merchant has not supplied an image. Diane will do a press release with winners and images. Checks will be sent to the winners. No Design Committee meeting in December unless a façade grant or other discussion is required.

Other business: Wayfinding signs may be fun to consider with store names, discuss with the committee early next year.
