PROPERTY MAINTENANCE CODE BOARD OF APPEALS The Property Maintenance Code Board of Appeals met on August 6, 2014 at 3:10 p.m. with Mr. Scott Koenig, City Manager, presiding. Mr. Martin was present. Staff members present were Mrs. Townshend, Mr. McGinnis, Mr. Brown, Mr. Coburn, Mrs. McDowell, and Ms. Devine. AGENDA ADDITIONS/DELETIONS By unanimous consent, the agenda was approved. Property Maintenance Code Citation (Vacant Building) – Appeal of Decision – 194 Pennsylvania Avenue (James Reichensperger) Mr. Koenig stated that Mr. Reichensperger had been notified of the meeting in writing on July 30, 2014; however, he was not present. Mr. Ron Coburn reviewed the case history for 194 Pennsylvania Avenue. Responding to Mr. Martin, Mr. Coburn confirmed that the grass citation was what prompted him to investigate the property and discover that the utilities were not being used. Mr. Coburn confirmed that the account was being paid. Mr. Martin suggested that due to the short timeframe, Mr. Reichensperger may not have received the mailing that was sent which would explain his absence. He stated that based on the facts presented, he was inclined to deny the appeal. Mr. Martin moved to deny the appeal. The motion was seconded by Mr. Koenig and unanimously carried.
