Design Committee Meeting Minutes
Design Committee
1/13/21
11:30 a.m. via Zoom
DRAFT
Attendees: Kristin Pleasanton, Tricia Arndt, Will Grimes, Dawn Melson, Kim Adams, Rosie Mujica, Carrie Hart,
Tina Bradbury, Diane Laird
Approval of January minutes: Motion duly made by Tricia and Will, and unanimously accepted.
Volunteer to take Minutes – Diane and Will
Façade Grants Update – no new facades; pending with no update at present are Parke Green/DE Store, Hassan’s
property on State St. Alley, and Tax E.
Birds Mural Plaque Update – Weather-related delays, anticipate plaque to be in any day, and anticipate installation
by end of Feb. A space has been selected on the Mitten & Winters building, but approval is needed from Bill prior to
installation. Kristin is willing to meet Bill on site and allow a day or so for him to respond to ensure location is
confirmed. Payment has not yet been made for plaque or installation thereof.
Vacancy Window Clings – Viewed pricing and concepts/images from Memesis. Would like to add QR code; DDP logo
as well as DDP brand colors, etc. Consdieration offered about Merchant Committee funds as a potential match.
There have been few expenditures made this fiscal year from Design committee budget, therefore most of FY 2021
budget is remaining. Motion was made by Kristin and Rosie to proceed with further development of the project;
unanimous agreement. A Second motion was made by Kristin and Dawn to have Design committee commit the
funds to the project; unanimous agreement.
• DDP partnership logo, colors, plus website and QR code and FB logo and ”Shop, Eat, Explore, Repeat” as part
of tagline.
• Part of Biggs exhibit art possible? Typically, these are dated and a standing banner location pre-authorized.
• Several locations. Location map showing scattered and side streets.
• Use also additional plein air art.
• Members are asked to send Diane inspirational sayings they may come across for consideration by
committee.
Wayfinding Signage – Tina proposing to put this project on the FY 22 workplan. Possibly shared cost with buy-in
from merchants. “shopping, dining, parking,” are more generic than actual business names. The idea is
fun/whimsical, colorful, street-level directional signage to downtown amenities.
Parking Committee update – Diane provided update on the development of a comprehensive downtown parking
plan to provide convenience and efficiency to parking. All are invited to understand the value of the program,
attend meetings, comment, and promote positively the planning process. For ongoing updates, visit:

New Business/Projects -
The Design Committee enhances and improves the appearance of the downtown Dover area and educates the public
and private sectors about good design principles and the value of historical and cultural preservation.

Design Committee Meeting Minutes
• Dover Art League has new leadership in place, and Kristin was pleased to note that the DAL is moving
toward re-activating and “re-upping” their non-profit status. Likely seeking a grant from DDOA.
• Tina mentioned the downtown horticulture and greenscaping come spring/summer. D3 has typically – and
plan to again – provide large pots filled with flowers. Some towns have “sticks” that provide name of
sponsors who maintain the plants/planters. To ensure that all pots get filled. Dawn suggested that the new
City Manager began on Monday, and this may be a conversation for him. He likes to manage by walking
around town.
Public Comments - N/A
Meeting adjourned 1:08. Motion duly made and unanimously accepted.
