Item 1. CITY OF DOVER HISTORIC DISTRICT COMMISSION JULY 15, 2021 Permit has been issued but they have not started any kind of installation yet. Ms. Horsey asked if the Commission could be informed of the progress of that project because it is precedent setting in the Historic District. Mrs. Melson-Williams replied that Staff can certainly do that. The progress will also be included in the regular update on Permit Applications. We will also try to keep the notes updated as well. Department of Planning & Inspections Update Mrs. Melson-Williams mentioned that meetings are back in-person, but we are encouraged to do Hybrid meetings. There are City established policies for Staff and for public meetings that was released by the Interim City Manager, Matt Harline that became effective on July 14, 2021. Any Staff that is fully vaccinated is not required to wear a mask, but some do choose to wear a mask because of other reasons. The Commission is welcome to wear a mask if they feel the need to wear one. We try to continue to practice the 3-foot social distancing from others. Any unvaccinated Staff are required to wear a mask during public meetings, but they are not asking for proof of vaccination one way or another. The public facilities are open to the public and operating at a 50% capacity. We are encouraged to make public and internal meetings available in a hybrid format. Mrs. Melson-Williams mentioned that per the By-Laws of the Historic District Commission that the Commission member Ms. Mary Mason will not be able to participate in the deliberations today as she is a property owner within 200-feet of the subject site. Mrs. Melson-Williams gave a brief overview and slide presentation of the project Application HI- 21-04 associated with the parking lot reconfiguration and parking improvements. (Refer to Architectural Review Staff Report document). Representative: Mr. Kenneth James Taylor Jr., Duffield Associates, Mr. William Lenihan, AIA, Tevebaugh Architecture, and Mr. Connie Malmberg. Item 1. CITY OF DOVER HISTORIC DISTRICT COMMISSION JULY 15, 2021 the north property line between the Parking Lot and the sidewalk along Bank Lane. The goal is to work with Public Works regarding the upright curbing and sidewalks. No proposal for (changes to) the front of the building. Chairman Czerwinski asked about the lighting. Mr. Taylor replied that site lighting was not shown on the Plan. Mr. Malmberg replied that he will be replacing the minimal if necessary, to satisfy his offices. We did a new lighting roughly a year ago. There are current poles lights that are operated by the City of Dover. His plan is to shift the current lighting in the future to the green space. Mr. Street asked if the Application was going through an Administrative Site Plan Review. Mrs. Melson-Williams replied yes. The Plan does show a light pole location on the east end of the parking lot, but it will be relocated as part of the project. Chairman Czerwinski asked if it was the only pole that they were planning. Mr. Taylor replied yes. Mr. Street asked if they knew when the Kent County Family Court Project was going to start. Mr. Lenihan replied that they are in the process of acquiring several properties. He gave a brief overview of the presentation (see pg. 12). He mentioned that the Family Court site will be an L- shaped site at Water Street and Governors Avenue. The building will be 3-stories and similar to the Kent County Court House. There will be an alley and access way that will extend to Bank Lane and there will be a parking structure for the courthouse. They will also be working with current property owners regarding the neighboring cross access easements into the back of the properties. They are currently working on the design, environmental testing, under contract with one of the properties, doing a lot line adjustment with one of the properties, and working with the City of Dover. All the other properties have been acquired. They would like to start construction on the project in late 2022. In the meantime, there will need to be removal of existing oil tanks and the demolition of vacated buildings. They will need to come back before the Historic District Commission for the Stonelake building on the corner that is in the Historic District. Ms. Horsey commented that it sounded like they were comprehensively planning that all the parking lots would be integrated to make the Family Court work on this site. She also liked the idea that you are tying in the entrance to this lot into the alley and taking away the entrance off Bank Lane. She loves the idea of the granite. She applauded all their efforts. She asked the applicant if they agreed with all of Staff comments. Mr. Taylor replied yes. Ms. Horsey mentioned that she was looking at the landscape plan and noticed that there were two (2) existing trees and one of them was a very large tree. She asked if it was necessary on the very corner of the lot. She asked if the tree was in good health. Mr. Taylor replied that everything existing within that footprint would have to be removed. We will try to replace the trees that will need to be removed in a similar kind. There will be some existing trees that will remain on the property. Ms. Horsey mentioned that it was a beautiful plan. Ms. Horsey asked if the lighting would be shining down. Mr. Lenihan replied correct. All the lighting color, fixtures and foot candles will be evaluated. Chairman Czerwinski opened the public hearing. There was no one wishing to speak. There were no members of the public that joined virtually for the public hearing. There were no written correspondences received for this application. 3 5

Item 1. CITY OF DOVER HISTORIC DISTRICT COMMISSION JULY 15, 2021 Chairman Czerwinski closed the public hearing. Ms. Horsey moved to approve application HI-21-04 Architectural Review Certification associated with the parking lot reconfiguration and parking improvements at 30 The Green to include all the Staff comments. The motion was seconded by Mr. Street and unanimously carried 3-0. Ms. Mason abstained due to conflict of interest. Ms. Mason asked about the timeframe of the demolition of the two (2) buildings on Governors Avenue. Mr. Lenihan replied that the City has implied many times regarding the need to expedite the two buildings being demolished. The plan is to demolish all the buildings at once as well as the landscape. The State is aware of the concerns. He does not have an exact timeframe, but it is a priority of the State. NEW BUSINESS Review of Permits Referred to Commission – There was none. OLD BUSINESS Certified Local Government (CLG) Program Update on FFY2019 CLG Grant: Update to Design Standards and Guidelines for the City of Dover Historic District Zone Mrs. Melson-Williams mentioned that she did not have anything new to report. At this point we have not sourced any consultant services. We just turned over a budget year. We do have matching money in the budget that was approved for our Department in order to match to a Grant. She needs to follow up with the State Historic Preservation Office regarding the timeframe for this Grant or the next fiscal year Grant. Implementation of 2019 Comprehensive Plan Mrs. Melson-Williams handed out some map information and gave an update. The City is just finishing one of the key implementation steps for the 2019 Comprehensive Plan. It requires us to compare our current Zoning Map with the Land Development Map of the City to ensure that they match and identify any conflicts. It went through Planning Commission review in May 2021 and City Council action in June 2021. As of June 14, 2021, there have been a series of Rezoning’s that have been approved. Of a package of 166 parcels that were identified by Staff for Rezoning, Planning Commission and Council supported the Rezoning of all but 3 of the properties for Rezoning. We took open space areas in neighborhoods and subdivisions to our Recreation and Open Space Zone (ROS). We set them in a better zoning class such as the Dover High School parcel. She also referenced the Inset Map E which focuses more closely on the Downtown area where the Historic District is located. Some sites were rezoned in this area. There were several park related properties in the area of Kings Highway, American Avenue and Division Street that were City owned and that were moved to ROS (Recreational Open Space) zone designation. The ROS Zone focuses on maintaining natural areas and allows park development. The ROS Zone does have some ability for residential development through a specialized review process. We have taken part of the properties in the (Historic District) block between Bank Lane and Water Street on the east side of South Governor’s Avenue from their mix of zoning classification to the IO 4 6

Item 1. CITY OF DOVER HISTORIC DISTRICT COMMISSION JULY 15, 2021 (Institutional & Office) Zone. This clearly allows for the development of a public building such as a courthouse facility. Some of the parcels are within the Historic District and some are not. There have been some discussions in the future to potentially bring the whole area into the Historic District. Where the building is proposed is half in and half out and they are certainly looking to follow the Design Standards and Guidelines and Architectural Review Certification for work in the Historic District. One of the buildings that is proposed for demolition will need to come before the Historic District Commission because it is in the Historic District. Also, related to the Comprehensive Plan are several amendments to the Plan itself. There were Text Amendments to the Land Use & Zoning Matrix which is the list that matches up the Land Use Categories with an appropriate listing of the zoning districts that would be allowed under that land use category. The associated Land Development Plan Map had some edits as part of the process that identifies Land Use citywide. Most of the areas that are included in the Historic District have a Land Use Category of Mixed Use. When you get to the northern end of the Historic District, there may be more specifically residential areas in their Land Use Category. About 20 different areas citywide had minor changes made. We focused on what we saw when we did the parcel-by-parcel analysis as part of that Rezoning project. The Comprehensive Plan is meant to be an active document. It has an Implementation Plan Chapter that has a variety of project studies and efforts. Mr. Street moved to adjourn the meeting, seconded by Ms. Mason, and unanimously carried 4-0. Meeting adjourned at 4:23 PM Sincerely, Maretta Savage-Purnell Secretary 5 7

Item 2. .. CITY OF DOVER HISTORIC DISTRICT COMMISSION August 19, 2021 The Hybrid Meeting of the City of Dover Historic District Commission was held on Thursday, August 19, 2021 at 3:30 PM in-person in the City Hall Conference Room (anchor location) and virtually using the videoconferencing system WebEx with Chairman Czerwinski, presiding. Members present were Mr. Street (virtually via WebEx) and Ms. Horsey. Mrs. Mason was absent. (Note: The fifth Historic District Commission member has not been appointed following the completion of the term of Mr. McDaniel in 2020). Planning Office Staff members present were Mrs. Melson-Williams, Mrs. Savage-Purnell, and Mrs. Bulkilvish. APPROVAL OF AGENDA Ms. Horsey moved for approval of the agenda as amended, seconded by Mr. Street and the motion was unanimously carried 3-0. Mrs. Mason was absent. ADOPTION OF MINUTES OF THE REGULAR HISTORIC DISTRICT COMMISSION MEETING OF JULY 15, 2021 The meeting minutes of July 15, 2021 are still being prepared and will be approved at the next scheduled meeting. COMMUNICATIONS & REPORTS Summary of Applications for 2020 and 2021 Mrs. Melson-Williams stated that today the Commission will be considering their fifth application of the year. Chairman Czerwinski had a question regarding exterior Permit #21-671 for 108 West Loockerman Street, Coney Island Grill Restaurant. The exterior work consisted of replacement of a storefront window and door system and other windows, reclad pent roof with metal, and repair of other finishes. He stated that this was Staff approval, but we have had this in the past with storefronts being overhauled. He asked if Staff looked at the appearance and the materials being used. Will the same material be used? Will it be a complete change of the façade? Mrs. Melson-Williams replied the Permit was issued in July for exterior work. The exterior work involves clean up of the brick area on the front just above the pent roof where something was previously attached. The pent roof itself was asphalt shingles and the approved roofing is metal. The pent roof shape is remaining. The storefront system which is the first-floor area is being replaced with a new system, but still the door leading into the restaurant is predominantly glass. This restaurant will have a sliding window because it will be a pickup scenario for access. There is a door that leads to the stairs for the upper floor apartments. It’s going into the same space, but there is improvement in materials and the system. On the back of the building, there are some window change outs related to egress needs. There is some painting on the concrete block addition and new flat roof system in the rear. There is no major change in form to the building itself. There are a lot of items being replaced for other Code needs. 8

Paj 9

Item 2. CITY OF DOVER HISTORIC DISTRICT COMMISSION AUGUST 19, 2021 Chairman Czerwinski asked if the front window was turning out to be a window for a walk-up and pick up system. Mrs. Melson-Williams replied yes. Chairman Czerwinski mentioned that it is a pretty big change. Not the structure itself, but the function. Mrs. Melson-Williams replied that it is still predominantly glass, which was originally there, but not original to the building. It will be divided slightly differently. Chairman Czerwinski asked about signage. Mrs. Melson-Williams replied that the Permit for the signage has not been filed yet. It will be subject to a separate Sign Permit application. Any back lit sign per your Design Guidelines is not something that is a recommended practice. If something like that was proposed, it would be brought before the Historic District Commission. She was not sure of their signage approach at the moment. She is guessing at least probably a window sign. They may try to do some type of projecting sign that will be forthcoming. Ms. Horsey asked if the Permit was for a replacement of a windowpane. Mrs. Melson-Williams replied that she believes it was for, a replacement of a windowpane. That location has first floor units and apartment units. She is guessing it was damage to a windowpane and that was the reason for a Permit. Summary of Architectural Review Certifications for 2021 Mrs. Melson-Williams stated that for the year 2021 through July there have been a total of seventeen (17) applications in the Historic District. Three (3) of the 17 applications/permits involved action by the Historic District Commission. Most of the permits are interior and signage. Department of Planning & Inspections Update Mrs. Melson-Williams mentioned that she did not have any updates in particular. The City has moved to requiring masks for all individuals visiting City Hall. The policy change occurred this week. Meetings are back in-person and we are encouraged to make public and internal meetings available in a Hybrid format. We try to continue to practice the 3-foot social distancing from others. Mrs. Melson-Williams mentioned that we are still looking for a fifth member for the Historic District Commission. We are also looking for a member for the Planning Commission because one of the members (Mr. Adams in the 3rd District) is moving out of the area. Education & Training Opportunities NAPA (National Alliance of Preservation Commissions) Summer Short Course: Webinar Training Event on August 24-25, 2021 Mrs. Melson-Williams mentioned that included in the packet was information regarding the Short Course that will be held on-line for two days. There are three courses scheduled each day. If you are interested in attending, please let Staff know. One of the courses that may be of interest to the Historic District Commission deals with Alternative Materials. Item 2. CITY OF DOVER HISTORIC DISTRICT COMMISSION AUGUST 19, 2021 a Demolition Permit Application #21-1036. The project proposes demolition of the existing one- story commercial building. The property is zoned IO (Institutional and Office Zone) and subject to the H (Historic District Zone) and SWPOZ (Source Water Protection Overlay Zone). The property is located on the southeast corner of South Governors Avenue and Bank Lane. The owner of record is Stonelake Properties, LLC. Address: 401 S. Governors Avenue. Tax Parcel: ED-05- 077.09-03-32.00-000. Council District 4. Mrs. Melson-Williams gave a brief overview and slide presentation of the project Application HI- 21-05 associated with demolition of the existing one-story commercial building. (Refer to Architectural Review Staff Report document). The property is part of the Dover Green Historic District which is listed in the National Register of Historic Places. The building is identified as a non-contributing resource. The integrity of the original building has been somewhat compromised over the years. Representative: Mr. Kenneth James Taylor Jr., Duffield Associates and Mr. William Lenihan, AIA, Tevebaugh Architecture. Mr. Taylor stated that as previously mentioned the property is located at 401 S. Governors Avenue at corner of South Governors Avenue and Bank Lane. Included in the packet is a Site Plan and photos. The building is being proposed to be demolished and the impervious surfaces including the various foundations and asphalt paving areas. The site will be temporarily stabilized and bulk graded. Comments that were received from Staff have been reviewed. Mr. Street asked if the building was going to be demolished with the construction and everything that is associated with the Courthouse itself. They are not going to come through and demolish ahead of time. Mr. Taylor replied that they have been receiving calls to get the buildings demolished. At the current time, the State is having the asbestos evaluation and abatement report completed for all the buildings. All the buildings will be demolished at the same time. The demolition will happen much sooner than planned for the construction to start on the project. Mr. Street asked if the buildings will just be demolished, but the parking lot will not be disturbed. Mr. Taylor replied yes, he believed that is the case. The buildings would come down on this small lot and stabilize it because it is so small. The remainder of the asphalt on site would remain until time of construction. Mr. Lenihan replied because of all the brownfields down below. Ms. Horsey questioned if it was just the building itself and no basement. What was down below, a superfund site, and is it going to be just a building with no basement. Mr. Lenihan replied that the structure that will go on top of the Capital Cleaners site on S. Governors Avenue will be a parking structure. It will not be occupied. They have been having regular meetings with DNREC. Ms. Horsey asked again for clarification that the building will be just sitting and it will have nothing to do with the demolition. Mr. Lenihan replied that this building does not have a basement. If there is anything below the surface, they will be sure to contact the environmental consultant. They are on board for the entire block development. 3 10

Paj 11

Item 2. CITY OF DOVER HISTORIC DISTRICT COMMISSION AUGUST 19, 2021 Ms. Horsey asked if there was any test performed during the demolition to see what was in the ground. Across the street for the museum site, all of that had to be done. Mr. Lenihan replied that this site has been studied for decades. Most recently studies have been completed to track gases. Chairman Czerwinski asked if there were any plans of reclaiming the soil or soil removal. Mr. Lenihan replied that they will be looking at the recommendations from the environmental consultant. Mr. Taylor replied that those decisions are still being processed. They had drilled holes in the ground to see what the soil was like. Chairman Czerwinski stated that none of the other buildings are within the Historic District. Mr. Taylor replied that is correct. There were two (2) attendees who joined virtually observing the meeting only. A public hearing is not required. Mr. Street moved to approve Architectural Review Certification HI-21-05 Demolition Permit #21- 1036 at 401 S. Governors Avenue with the requirements from the Staff that would also include seed and stabilization. The motion was seconded by Ms. Horsey and unanimously carried 3-0. Ms. Mason was absent. Information regarding the larger project (Overall Site Plan Project) Mr. Lenihan gave an overview of the overall Site Plan Project (for the Kent County Family Courthouse). He pointed out the large parking lot, the two-story building previously a dentist office, and the Capital Cleaners site and the alley. The new Courthouse will be a 3-stories, 100,000 square foot building. The building will be very similar to the Kent County Courthouse. We are doing two (2) projects at once. They have a similar project in Georgetown. They are also providing more court rooms (8) in the buildings and they are also providing more spaces for all the other adjacent agencies that are critical to Family Court. He mentioned the parking study, additional parking in a building, and intersection improvements. They will work with the City of Dover in the different phases. Ms. Horsey asked about the height and number of vehicles for the parking structure. Mr. Lenihan replied that the building will be several layers (several stories tall) and over 300 vehicles. He is not sure of the exact numbers at the current time. The top level of the parking structure does not have a roof. Ms. Horsey asked about the traffic at the site. Mr. Taylor replied that review of the traffic at the site is still being completed through the DelDOT process. At the current time this is the intersection as it is. Ms. Horsey asked if this was the 4th District? Mr. Taylor replied yes. OLD BUSINESS Certified Local Government (CLG) Program 4 11

Item 2. CITY OF DOVER HISTORIC DISTRICT COMMISSION AUGUST 19, 2021 Update on FFY2019 CLG Grant: Update to Design Standards and Guidelines for the City of Dover Historic District Zone Mrs. Melson-Williams mentioned that she did not have anything new to report. She had a contact from the State Historic Preservation Office and will need to call them. She needs to follow up with the State Historic Preservation Office regarding the timeframe for this Grant or the next fiscal year Grant. Implementation of 2019 Comprehensive Plan Mrs. Melson-Williams mentioned that she did not have anything new to report. The Planning Staff is finishing up what they call the wrap up of the Comprehensive Rezoning Project. The action to rezone over 160 properties in the City of Dover was completed in June. We are currently making sure the maps and all the data sources are up to date with the action taken including alerts to property owners where their zoning changed. For example, the property you dealt with today (401 S. Governors Avenue) was one of those. It previously had a commercial zoning district, but in foresight of the impending Family Court Project it was one of several in that area rezoned to IO (Institutional Office) to make it very clear related to future use of that block that was known to Staff. The Department of Water and Wastewater is finishing working with a consultant on a Water Master Plan document. They presented a Draft to City Council Committee earlier this month. There is a lot of work by other offices related to goals outlined in the Comprehensive Plan. Ms. Horsey moved to adjourn the meeting, seconded by Mr. Street, and unanimously carried 3-0. Meeting adjourned at 4:19 PM Sincerely, Maretta Savage-Purnell Secretary 5 12

Item 6. City of Dover ARCHITECTURAL REVIEW REPORT Referral by City Planner to Historic District Commission Meeting of November 18, 2021 Permit: Permit #21-1501 Drainage Improvements for The People’s Church of Dover Location: 46 S. Bradford Street Located at the northwest corner of S. Bradford Street and Reed Street Tax Parcel: ED-05-077.05-03-71.00-000 Zoning: RG-1 (General Residence Zone) H (Historic District Zone) File Number: HI-21-06 Referral of Permit: The following application Building Permit #21-1501 is referred by the City Planner to the Historic District Commission for consultation regarding the issuance of the Architectural Review Certificate. Applications for certain types of construction activity within the Historic District Zone (H) are reviewed by the City Planner (or Staff as designated) for Architectural Review Certification as part of the Building Permit application review process. Staff is referring the Permit for review under the provisions of Zoning Ordinance, Article 10 Section 3.22(A) and (B). See below. Section 3.22 Architectural review certification by the city planner. (A) An architectural review certificate for specific classes of building permits, including fences, signs, siding, window and door replacement, roofing, the addition or replacement of decorative features, minor demolition, residential additions, and other construction of a minor nature, may be issued by the city planner, after a review and determination that the proposed construction is in general accordance with the standards set forth in subsection 3.25. (B) The city planner may refer any permit application for demolition or construction in the historic district for consultation with commission. Permit Proposal: Building Permit #21-1501 was filed on November 8, 2021 for exterior drainage improvements on the property of The People’s Church at 46 S. Bradford Street. The Permit application proposed an infiltration drainage feature and building system elements. A new downspout piping system is proposed on the west elevation (alley facing wall) of the building to remove water from the building’s flat roof system. There are also other roof leaders and trench drains with new connections to underground piping. The underground piping will outfall to a new infiltration basin feature as the stormwater management facility located to the south side of the building in P. O. Box 475 Dover, DE 19903 Community Excellence Through Quality Service 21

Item 6. HI-21-06 Referral of Building Permit #21-1501 Drainage Improvements at 46 S. Bradford Street Staff Report to the Historic District Commission Page 2 of 3 the courtyard area. This area is a grass lawn with various landscaping, several trees, and planting bed at corner with monument sign (previous application HI-21-01). The property and lawn area are surrounded by a metal picket fence adjacent to the sidewalks along South Bradford Street and Reed Street. The basin consists of the pipe outfall, a stone berm, and a stone infiltration bench. It is a depressed area of the lawn and will include three areas of shrub landscape plantings with Viburnum, Hydrangea, and Roses as screening. At least one tree will need to be removed to implement the facility and due to proximity to existing utility lines. See Permit submission with Photographic Log and Site Plan Set of project drawings. Staff Review of Permit for Architectural Review Certification: Project activities are reviewed for compliance with the Zoning Ordinance and the Design Standards and Guidelines for the City of Dover Historic District Zone as stated in Zoning Ordinance, Article 10 Section 3.25(A). 3.25 Architectural review standards. (A) An architectural review certificate may be issued if it is found that the architectural style, general design, height, bulk and setbacks, arrangement, location and materials and structures affecting the exterior appearance are generally in harmony with neighboring structures and complementary to the traditional architectural standards of the historic district as set forth in the historic district design guidelines and standards adopted by the planning commission and as set forth in the United States Secretary of the Interior's Standards for Rehabilitation. In reviewing the proposed project for Architectural Review Certification, Staff referenced various sections of Chapter 3 of the Design Standards and Guidelines for the City of Dover Historic District Zone which presents the Recommended, Not Recommended, and Inappropriate approaches to construction of various elements in the Historic District. Chapter 3 includes a discussion of Flashing, Gutters, and Downspouts (page 3-11) and Landscaping and Site Amenities (pages 3-24 to 3-26). The Design Standards and Guidelines note the need to “provide adequate drainage away from structure on the site;” however, the use and design of stormwater management facilities is not specially addressed. Previous Applications: The property includes the early twentieth century brick church building (circa 1909 with buildings renovations 1923 and 1955) known as The People’s Church. The property is fenced with the metal picket-style fencing with the sign location at the southeast corner of the property. The Historic District Commission recently reviewed their application for construction of a new monument sign with an electronic message center (HI-21-01). Historic District Commission Action The Historic District Commission should consider the proposal for the proposed exterior drainage improvement and take action in regard to the Architectural Review Certification for the Building Permit #21-1501. The Historic District Commission may add conditions to the design of the project in order to comply with the character of the property and surrounding area. Staff Findings from Review of Administrative Building Permit: Staff findings are summarized as follows for the proposed Drainage Improvements for 46 S. Bradford Street (as presented in Permit #21-1501). 22 2

Item 6. HI-21-06 Referral of Building Permit #21-1501 Drainage Improvements at 46 S. Bradford Street Staff Report to the Historic District Commission Page 3 of 3 1. Building System Elements: The proposed new downspout piping is round and metal. It is located on a building wall that is not in a location of public view. The definition of “public view” does not include views from alley rights-of-way.) Other connections appear to be existing roof leaders/downspouts and trench drains to underground systems. 2. Infiltration Basin: The infiltration basin to serve as the stormwater management system is to be placed in an existing lawn area away from the building. The basin will be landscaped with several planting areas of shrubs and it is further screened from the street by existing metal picket fencing. 3. Removal of Water: The project appears to improve the water conveyance systems to collect, direct, and move water away from the building. Suggested Recommendations for consideration to achieve Architectural Review Certification: Staff notes the following recommendations for the exterior drainage improvement project: 1. Building System Elements: Staff recommends that any downspout be round or rectangular and of a color to match building trim work or wall surfaces. Also, all building gutter systems should be evaluated and appropriately maintained. 2. Infiltration Basin: Staff recommends that the infiltration basin be appropriately maintained to appear as a sloping grass lawn area or planted with other natural vegetation to appear as a landscaped planting bed. Any exposed stone areas should be also maintained i.e., sediment and vegetation removal. 3. Removal of Existing Tree(s): The project appears to require the removal of at least one tree (possibly two trees per the Landscape Plan Sheet). Staff recommends planting a new tree(s) on the property as mitigation for the removal ensuring trees are planted with appropriate separation distances from the building, underground utilities, and fire hydrants. Advisory Comments and Recommendations: 1. The applicant shall be aware that a Permit is required prior to commencement of this project. The Permit Application may need be updated if necessary, to comply with the conditions established through the Architectural Review Certification process. 2. The project should also comply with the permit and/or plan review requirements of the Kent Conservation District and the Delaware Sediment and Stormwater Regulations.
