ATTACHMENT #1 | PR&CE Committee Meeting of 03/14/2011 Stein, Jody From: Clendaniel, Amber Sent: Tuesday, March 15, 2011 1:28 PM Ce: City Clerks Office Subject: CDBG for Upcoming Funding Cycle This email has been sent to members of the Parks, Recreation, and Community Enhancement Committee. From: Townshend, Ann Marie Sent: Monday, March 14, 2011 4:38 PM To: City Clerks Office Cc: Harvey, Tracy Subject: CDBG for Upcoming Funding Cycle Traci, Please forward this e-mail to the Parks, Recreation & Community Enhancement Committee. Members of the Parks, Recreation and Community Enhancement Committee, I talked to Tracey Harvey about the CDBG funds that the Committee will be meeting on March 24" to allocate. These funds are in the current federal budget that continues in a state of limbo. The House has attempted to make deep cuts, but the spending bill that did this was rejected by the Senate. To answer the question that Mr. Ruane posed, the funds we will be allocating on March 24" have not been allocated to us yet, and will not be allocated until Congress passes a budget. However, we are still obligated to submit our CDBG Action Plan by mid-May, so we cannot hold off on reviewing applications until there is more certainty in our funding level. Tracey Harvey has been in contact with our HUD representative, who recommended that for budgeting purposes, we use our FY 2009 allocation, which is the amount in your binder. It is possible that the actual allocation will be less, but until Congress passes a budget, this is the best number we have to work with. Unfortunately, we cannot delay the process until there is more certainty, so the funding will need to be allocated with the understanding that we may need to make adjustments after Congress adopts a final budget. Sincerely, Ann Marie Townshend, AICP Director, Planning & Community Development City of Dover PO Box 475 Dover, DE 19901
