ACTION FORM PROCEEDING: Safety and Transportation Committee DEPARTMENT OF ORIGIN: City Manager DATE SUBMITTED: July 8, 2009 PREPARED BY: Anthony J. DePrima; Wayne Hutchison SUBJECT: Relocation of Ambulance Service and Extension of Contact REFERENCE: APPROVALS: City Council EXHIBITS: Existing Ambulance Contract EXPENDITURE REQUIRED: No Change AMOUNT BUDGETED: $122,500 (1 Ambulance) FUNDING SOURCE (Dept./Page in CIP & Budget): General Fund – Community Services – Emergency Preparedness TTIMETABLE: Execution of Contract immediately after City Council Approval RECOMMENDED ACTION: Authorize the City Manager to execute a new contract with PrimeCare Ambulance Service extending their services to March 31, 2014. Including: 1) one on-call ambulance 24 hr per day 7 days a week for the full term of the contract; 2) contracting for 2nd or 3rd units at the same cost as the current contract until March 31, 2012; 3) costs after March 31, 2012 to be negotiated based on the actual cost of labor for a two person crew. BACKGROUND AND ANALYSIS The Ambulance Service for the City of Dover is currently provided through a contract with PrimeCare Ambulance Service based in Milford, DE. PrimeCare operates an office in McDaniel’s Industrial Park on Horsepond Road which serves as a base for their Ambulances and Administrative Staff. They are on a month to month lease, and this location is on the far east side of the city. Currently, the response time, from when the Ambulance is notified of an emergency and when they arrive on scene, is in the seven (7) minute range. For some time now, we have been investigating ways to reduce the response time by bringing their base of operations in a more central location. Recently, PrimeCare has been working with a local Realtor on a more suitable location which would not only bring the Ambulance Service downtown but would also allow them to store two (2) of their Ambulances inside during inclement weather. The exact location is 601 West Fulton Street which is an industrial area that would be compatible with the use. The current structure would need some renovations in order to accommodate the Ambulance Service. The Realtor is quite willing to do whatever is needed; however the Realtor would like a five (5) year commitment on the lease. Our current ambulance service contract with PrimeCare will expire on March 31, 2010 but there are two (2), one year extensions which the City could exercise if the terms, including prices, are extended. I have been satisfied with their service and in all likelihood would have approved the extension to March 31, 2012. In order for PrimeCare to sign a five year lease they have asked that we enter into a new five year contract to September 31, 2014. They will, in the new lease, continue to provide one ambulance 24 hours a day, 7 days a week, at no charge. In addition, they will keep their current prices for additional services until March 3, 2012. After March 31, 2012 they proposed the right o establish a new cost based on labor cost of a 2 person crew. This is the standard that was used in the current contract. The Emergency Management Coordinator and I believe this contract proposal will create a huge opportunity to cut the Ambulance response time down dramatically. This move would allow the two Ambulances to be kept inside in a more patient friendly environment, provide better security, and also improve and occupy an existing downtown structure that has been vacant. This is a far better option than keeping the existing contract and location. After the five year lease, it is understood the the ambulance service contract would be re-bid.
