Downtown Dover Partnership
Design Committee Meeting
10/12/2022
Meeting Notes
Present: Carrie, Elena, Dawn, Laura, Tina, Kim, Roger
Carrie motion to approve. Dawn second, all ayes.
Art League update from Elena- She recently joined the Art League's board and is
helping get their programming up and running. They held a grand reopening event and
raised $15,000. They are currently opened for programming and their website is up and
running too. They collaborated with DDP with the paint dover event and Elena hopes for
more consistent partnership in the future. Going forward, Elena will need to abstain from
voting on art league projects. Please suggest any partnership ops and funding ideas.
Carrie congratulated Elena on the opening event.
Banners- Diane and Tina put it out into the universe at the paint dover event. They want
to incorporate the paint dover event into the banners of historic places. DSU downtown
was incorporated this year with a special category. They are trying to have committee
look at some of the paintings and have them incorporated into the background, text
TDB. Input from the company working on master plan- wayfinding and banner
placements, want to place text sideways. Benches are included in the master plan
placements. Master plan goal to cultivate and utilize the arts. "Creative district." Dawn
says there used to be a gallery online? Tina says they should be up today. DSU
homecoming is on the 29th and it is a challenge to get some banners up in time!
Elena asks about the arms- always seems to be the problem? Tina clarifies that the
sideways text banners are not a different size. Carrie wants to clarify that we will not be
using Laura's? Tina says no, too hard to incorporate so many things that we wanted to
do. Elena asks about the holiday banners and if we need to replace. Tina says that we
can use the old ones again this year
Roger needs to trim holly trees, wants to wait to put up lights. He isn't sure if wreaths
and garland wait or move up the schedule? Tina needs to work with Antonio's schedule
to see.
Winter one’s next year? asks Carrie. Tina says she likes Laura's look for that one. Elena
says maybe use Laura's holiday banners, but too late for this year.
Aim for spring for new banners, then switch to holiday. Revisit next month for holiday,
and approve plein air banners next month as well, if Diane is ready with the options at
that time.
Carrie asked about window judging. Tina says that Jordan will have an update next
month on that.
Carrie asked if sponsored benches was an option? Tina says would have to keep it
open to everyone- want to you want to see? or keep branding on benches.
Several people chime in to confirm that benches are very important to our community.
Tina wants to spell street names in brick like in Orlando.
Light columns are included in the wayfinding in master plans.

Grant request- Diane got the grant she had applied to, and we got $1.275m for property
upgrades!! This money is for "lifesaving" changes- ADA compliance, sprinklers,
elevators, bathrooms, and commercial kitchens to bring standards up to code and in line
with standards on the highway. If there is money left, it will go to extra fagade projects.
Dawn asks there will be an application process? Tina explains that property owners
have already committed to 25-30% of match and they are working with a committee to
get that in order. If there is a fagade grant, it will go through regular process (ours), but
will have access to more than 50% match. 75-80% instead.
Masterplan update- Mosaic is in the final stages of the master plan. They are leading
small group presentations with legislators and revealing parts of it. Sometime in
November, they will share the final plan to the community.
new business- Dawn asks if we are the host for holiday dec contest? Diane is trying to
make sure that happens ... maybe we need a theme next month. Tina hasn't heard if
the holiday celebration has a theme yet. Dawn says they have a date for the tree
lighting (12/1, parade 12/9) Roger doesn't know a theme yet.
