SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC)

SPECIAL CITY COUNCIL MEETING A Special City Council Meeting was held on March 13, 2023, at 5:00 p.m., with Councilman Hare presiding. Members present were Mr. Anderson, Mr. Boggerty, Mr. Neil, Dr. Pillsbury, and Ms. Arndt. Council President Sudler and Mr. Rocha were absent. Mayor Christiansen was present. Council staff members present were Mr. Rodriguez, Ms. Bennett, and Mr. Hugg. ADOPTION OF AGENDA Mr. Neil moved for the adoption of the agenda, seconded by Mr. Rocha, and unanimously carried. Ms. Arndt moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(4) - Strategy sessions, including those involving legal advice or opinion from an attorney-at-law, with respect to collective bargaining or pending or potential litigation, but only when an open meeting would have an adverse effect on the bargaining or litigation position of the public body. The motion was seconded by Mr. Anderson and unanimously carried. The Special Council Meeting recessed into Executive Session at 5:02 p.m. The Executive Session adjourned at 5:44 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION During the Executive Session, members of council had a strategy session regarding potential negotiations with the Delaware Thunder Hockey Team. Mr. Anderson made a motion to authorize the City Manager, city staff, and Mayor Christiansen to engage in negotiation with the parties present, seconded by Ms. Arndt. The motion was carried by a roll call vote of 7-0 (Sudler and Rocha absent). Mr. Hare moved for adjournment of the Special Council Meeting, hearing no objection, the meeting adjourned at 5:46 p.m. ANDRIA L.
