COUNCIL COMMITTEE OF THE WHOLE The Council Committee of the Whole met on April 25, 2023, at 6:00 p.m. with Council President Sudler presiding. Members of Council present were Mr. Anderson, Mr. Boggerty, Mr. Hare, Mr. Neil, Dr. Pillsbury, Ms. Arndt, and Mr. Rocha. Mayor Christiansen was also present. The civilian member present for their Committee meetings was Mr. Contant (Legislative, Finance, and Administration). Mr. Shevock (Legislative, Finance, and Administration) was absent. ADOPTION OF AGENDA Mr. Neil moved for adoption of the agenda, seconded by Mr. Boggerty and unanimously carried. LEGISLATIVE, FINANCE, AND ADMINISTRATION COMMITTEE The Legislative, Finance, and Administration Committee met with Chairman Anderson presiding. Adoption of Agenda Ms. Arndt moved for adoption of the agenda as modified removing item #2, seconded by Mr. Hare and unanimously carried. American Rescue Plan Act (ARPA) Proposed Recommendations for Housing and Community Service Projects (Tracey Harvey, CDBG Program Manager) Responding to Mr. Contant, Ms. Harvey stated that she could give him a few of those examples right then. They have to be a 501(c)(3), and they would have to be established as a nonprofit for at least one year. They would also need to provide their tax returns and they would have to have an eligible project. Mr. Hare moved to approve the Staff’s Recommendation to approve the Proposed Budget Totaling $499,610.82 for Housing and Community Service Projects. The motion was seconded by Council President Sudler and unanimously carried by a roll call vote. Mr. Neil moved to discharge the subcommittee for the Joint Subcommittee to Evaluate American Rescue Plan Act (ARPA) Funding Request from Nonprofits, seconded by Mr. Hare and unanimously carried.
