POLICE ATHLETIC LEAGUE, INC. (PAL)
The Police Athletic League, INC. (PAL) Meeting was held on November 1, 2023 at 6:02 p.m. at the Dover Police
Department in the staff conference room with Chief Thomas A. Johnson, Jr. presiding. Members of the PAL
Board in attendance were Dr. Chanda Jackson (arrived at 6:19 pm), Dr. Wilma Mishoe and Kevin Baird, Esq.
PAL PROGRAM UPDATES / NEW BUSINESS
Corporal (Cpl.) Anthony Smith, PAL Coordinator presented PAL updates (Attachment #1) and showed a video
https://youtu.be/f5ANRGyJFvs?feature=shared with recaps of PAL events over the last several months.
In response to Dr. Mishoe, Cpl. Smith stated that the book shown in the video is entitled “Way of the Warrior
Kid” by Jocko Willink and is standard curriculum for the Police Athletic League. In response to the table set up
in the video, Cpl. Smith stated that he uses meals provided by PAL to instruct students on proper table manners
and set up.
Cpl. Smith discussed the CPR program now offered to students thru PAL and students that complete the program
will be certified. Cpl. Smith stated that PAL paid for the mannequins and materials and the only recurring cost
would be the training masks used as the school district wants new ones for each participant. Cpl. Smith further
instructed that although PAL paid for the materials, he was running into issues with the school being able to take
the CPR Manikins out, he was instructed by the Board to go direct with Dr. Eugene Montano and to copy Chief
Thomas Johnson, Jr. on any correspondence.
Dr. Mishoe advised Cpl. Smith that he should be in contact with Delaware State University’s Nursing Program
for volunteers to help with CPR Instruction, as they probably need education credits.
Cpl. Smith advised the PAL Board that there was a $40,000 Grant that he would like to apply for and he would
need assistance from members, he was involved in the last process, but there is a new system that he is unfamiliar
with. Cpl. Smith was advised to send a copy of the grant application to each board member and a meeting would
be set up to complete the process prior to the December 1, 2023 deadline.
Cpl. Smith further advised that the IRS 990-N was due and he would need assistance, Mr. Baird responded that
he would take care of that.
Due to the time lapse between each Police Athletic League, and the upcoming events that he would like to get
scheduled, Cpl. Smith asked that the Board preapprove expenditures to get him thru the winter.
Mr. Kevin Baird moved to allow the expenditure of available PAL funds, not to exceed $7,500.00 for programs
thru the winter of 2023/2024, seconded by Dr. Wilma Mishoe and unanimously carried.
OLD BUSINESS
Cpl. Smith advised the Board that he is running into issues with insurance for PAL Events once again with the
City of Dover and he would like to revisit the topic again. In response to Dr. Jackson, Cpl. Smith advised that
the insurance was quoted as a per event cost of $1,000.00 and that they would not do an annual quote.
In response to Dr. Mishoe, Cpl. Smith stated there is National PAL Program we might be able to fall under;
however, we would need to follow their curriculum and would most likely not work for us.
STRATEGIC PLANNING
Chief Thomas Johnson proposed to the group the need for a Police Chief’s Foundation that would oversee
community engagement and various other community based programs including PAL. He further mentioned,
prior to starting the Foundation that he would like to expand the PAL Board by at least two members who could

assist with fundraising, as well as legal and financial needs. Chief Johnson stated that he is not looking for
fundamental changes to PAL, but wanted to add impactful members to the group.
After discussion pertaining to PAL By-Laws, Mr. Baird stated that he was the one that drafted them and would
produce a copy to everyone.
The Board was in support of a Foundation and the increase in members of the Board, Mr. Baird moved for PAL
to reach out to potential board member candidates for interest, seconded by Dr. Jackson and unanimously carried.
ANNOUNCEMENTS
Mr. Kevin Baird announced that the Masonic Charities of Delaware once again approved an annual donation/grant
to the Police Athletic League and should range from $5,000.00 to $8,000.00
With no further business, Chief Johnson moved to adjourn the meeting seconded by Dr. Jackson and unanimously
carried.
Meeting adjourned at 7:21 p.m.
