Design Committee 4-10-24 Zoom MINUTES Attendees: Jennifer Gunther, Kristin Pleasanton, Dawn Melson, Roger Ridgeway Staff: Jordan Resh, Tina Bradbury, Diane Laird Agenda: Art grants discussion to be up to first item on agenda. Add storefront windows discussion. Adoption by consensus. Minutes: March 2024 JG moved to accept; DM second, consensus approved. • Grant proposed: DDP is planning to apply for an NEA Challenge Grant. It is an extension from Jennifer Gunther’s DSU capstone project, and DDP would be eligible to apply later for a larger Community Challenge ?? grant. o Form creative network and combine stakeholders for a unique entity (not part of DDP). o $10,000 will be requested plus a match of $10,000 would be required. o April 30 is the first deadline to confirm eligibility. May 2-16 to submit final application. o Jordan will provide summary to project partners in the next few week to commit philosophically and/or financially. Jordan will attend the NEA webinar tomorrow. If received, we would start in Nov. and complete within two years. We’d also explore creation of a community arts hub. o Explore use of Greater Dover Arts Council: https://www.cityofdover.com/greater-dover- arts-council o Examples: o City of Annapolis (MD) has mural program, possibly an entity to explore as a similar organization. o City of Lewes has a public art program, major sculpture, possibly public art exhibit. o Explore Schwartz Center being an anchor for this kind of initiative. Uncertain future at present, good space in the structure to make it a more usable community arts asset. It may now be under “DSU Downtown.” Seems to be a live conversation as to Schwartz’s future. DSU is going to do a “live” at the Schwartz Center, upcoming. Kristin plans to attend. • The Biggs Museum: Tina will contact interim director for participation on the Design Committee. Staff is really stretched right now at the Biggs. • Dover Art League: o Kevin Solomon DAL will come on Design calls in the summer months. o Jordan provided update: May 23, Gals that Give at Bally’s. DAL is seeking donations for the DAL. Currently, Design $3623 or the $5,000 allotted in FY 2024 workplan, with two months to go in this fiscal year. Kristin motioned to approve a DDP Yiftee gift card in the Design Committee 4/10/24 Downtown Dover Partnership DRAFT 1

Design Committee 4-10-24 Zoom amount of $100 as a donation. Jenn seconded, unanimously approved. Jordan will be sure to acknowledge the DDP Design Committee in the donation. o DAL has a catalogue for classes, working with Parks & Rec., and received ARPA funds to work with children. • Façade Grant status/application: Revisit next month. • 32 W. Loockerman St. wall/landscape design to prohibit squatters previous design had a lot of issues with the design. Plan (aerial) view is still being sought from the applicant, as it is unclear as to how wide the top edge of the brick is, though the containers look like they’re sitting in. Also, it is not certain that the containers could be centered in the triangular areas, due to the angles. Flat top may be better angled for run rainwater off, etc. We had discussed something more linear. Someone will still be able to sit there and prohibiting that is the reason for the plantings. “A lot of money with a lot of questions.” Tina will ask applicant to come to Design committee meeting to explain, or provide alternate design with plan view. • Next year’s budget: o Façade grants are not likely next year due to Critical Improvements Program needing the funding as a match. o If Design funds left over from this fiscal year...? o For next year, Design committee may need to focus on grant opportunities for façade/projects, and for the technical assistance project if NEA grant funds are awarded. o Is banners project is completed from previous year? Christmas décor is done. Really nothing needed now in terms of Christmas items. Pushed off the pinecone design. Are Christmas banners still ok? They looked good last year. Roger confirmed holiday banners are good. “Dover” vertical banner could stay in place, though we try to rotate to keep them in decent shape for longer time. • Storefront windows of occupied buildings have become a concern due to poor design, paper signage, traditional homestyle curtains, etc. problematic. It’s quite a negative look alongside the merchants that are creating nice window decor for contests. Window signs (attached to windows) cannot cover more than 50%. Lighting can be a problem going forward, with LED (consider adult shops and vapes/liquor stores). Encourage better look of shops. Could have a design “consultant” (Chevonne Boyd) to advise o Motion by Kristin: $500 max Design Committee to address concerns, $100 for up to 5 spaces? DDP staff can take picture and provide to committee? Dawn will check for code violations. $50 to consultant and $50 for décor, reimbursable recommended. Must have outcome of changes. Take before and after pics. • Meeting adjourned at 1 p.m., motion by Jennifer, unanimous approval. Next meeting May 8 via Zoom. Will bring on Colonial representative for the façade, seek Biggs representative, bring recommendations for additional committee members.
