Design Committee Meeting September 11, 2024 12:00 PM Zoom Meeting Minutes Attendees: Shatir Hall, Dawn Melson-Williams, Jennifer Gunther, Roger Ridgeway, Brian (Harry) Bachman, Tim Bailey, Heather Kline, Kristin Pleasanton, Diane Laird Welcome and Introductions 12:03 Agenda: Motion made by Dawn Melson, seconded by Tim Bailey; unanimously approved. Minutes (June): Motion made by Dawn Melson, seconded by Kristin Pleasanton; unanimously approved. Public Comments: N/A Colonial Management: 32 W. Loockerman St. (frontage near bus stop) Proposed CPTED (Crime prevention Through Environmental Design) measure. Various design were discussed for the proposed panel treatment, including designs that are welded to a rectan- gular steel panel. Designs could be painted but that would require ongoing maintenance. Is there a thinner metal? Brian uses quarter inch steel. Four panels could be made with waves in a thicker gauge (vines, leaves) and would be mounted to a frame, not a rectangular panel. Rust could be explored, but can rub off onto hands and clothing. All handrails will need to be painted/maintained. Wrought iron, rougher finish, but is wrought by blacksmith. Mild steel or aluminum (weak) or stainless steel (expensive), aluminum is not traditionally adhered to steel frame, but perhaps with adhesive. 42” high may not be high enough to keep from people from climbing over the rail. Pointed tops keep people from climbing but don’t want it to be dan- gerous. • Balance between aesthetics and materials. • Sheet steel background? Frames mounted within. • Sheet steel /metal supplier does sheet steel cut. Rooster, fish, other sheets of steel could be welded to a back frame. • Standard baluster 36” high, $130 ft./$50 per post. • Four sheets of steel eliminated @ $100 per sheet. Group’s comments: • Maintenance concerns, as all metal will require maintenance. We’d be good with pantina, but not painting. Wrought iron doesn’t need too much painting, or any at all. Design Committee Meeting September 11, 2024 12:00 PM Zoom • Holly, lines with ladybugs, simpler designs. • Not a fan of the solid metal panels; not the curly cue idea. Maybe the hairpin idea. • Possibly wavy vines or waves across the top. Some areas possibly of waves/vines in a lesser portion of the front (maybe squares, etc., less than rectangular. 36” on top of the 18” brick step. • Come up with new estimate with new design. • Property owner would need to provide ongoing maintenance after installation. • Shared costs between property owner, CEPTED (Safety committee), possible DDOA grant. • Not as concerned about the height and being stepped over, but would need to make sure. Give Brian a few more specifics, and a price parameter of maximum $8,000. Maybe holly or peach blossom with vine or wave and more abstract design, simpler to upkeep, and simpler design work. New business N/A Meeting adjourned at 1:24 Next Meeting: October 9, 2024, via Zoom The Design Committee encourages and enables improvements to buildings and enhancements to the downtown Dover business district through grant/incentive programs, public art, aesthetic amenities, and education on appropriate design principles to promote value of historic and cultural resources.

On Sep 11, 2024, at 10:39 PM, Pleasanton, Kristin (DOS) <Kristin.Pleasanton@delaware.gov> wrote: Hi Brian, Thanks so much for joining our meeting today to discuss your proposal. The Committee discussed some additional ideas for our project. We’re hoping that some of the suggested changes can bring us closer to our budget of approx. $8,000. Design ideas: -height of railing would be 36” set on top of 18” brick step -we are considering non-painted steel (rust) -for design panels -open design for the 4 panels (as in the picture of your white railing) instead of design attached to a steel plate -panels could be a smaller size -the simpler designs of ½ steel in the panels could be: 1) abstract running water theme that runs through each panel (relating to the St. Jones river that runs through Dover) with a wave across top of balusters or 2) stylized holly leaf/ivy/vine pattern that runs through each panel with vine across top of balusters 3) another option for the tops of the balusters could be the hairpin curve Would you be able to send Diane a quick sketch of your ideas for the above designs and a revised estimate? Thank you, Kristin Continued...
