ELECTION BOARD The Election Board met on February 13, 2025, at 2:43 p.m. with Dr. Matthews presiding. Members present were Ms. Dean, Ms. Ennis, and Ms. Bennett. Mr. Brockton and Mr. Caldwell were absent. Also present was Ms. Rivera. ADOPTION OF AGENDA Ms. Dean moved for adoption of the agenda, seconded by Ms. Ennis, and unanimously carried. Selection of Polling Places for the 2025 Regular Municipal Election. Ms. Andria Bennett, City Clerk, explained to the committee members that five (5) contested races exist for the 2025 City of Dover Municipal Election. There will be an election in the First, Second, Third, and Fourth Districts, and for the At-Large seat. Responding to Ms. Dean, Dr. Matthews stated the date of election would be April 15, 2025. Ms. Bennett's concerns are that there are two (2) board members, one (1) was not there and the other member was ill. She questioned whether there would be enough board members to cover the election since the Election Board would have to go to each location to count the absentee ballots. Dr. Matthews stated that having one (1) polling location is more efficient. Ms. Bennett stated that there are machines for every district and since the At-Large was on the ballot that means the entire city would be voting. Responding to Dr. Matthews, Ms. Bennett stated that the board's recommendation would be presented to the council. Council would then vote to either accept the recommendation for a single polling location or decide on multiple polling locations. Responding to Dr. Matthews, Ms. Bennett stated the next Regular Council meeting would be February 24, 2025. Ms. Bennett stated that members of the City Election Board could come to the February 24, 2025, meeting to recommend having one (1) polling location. She noted that the board could explain that the previous election ran better than anyone has ever seen. It would also save money by having one (1) polling location. Ms. Dean moved to have one (1) polling place at the Elks Lodge, seconded by Ms. Ennis and unanimously carried. The Election Board will audit the results of the 2025 City of Dover Municipal Election, on Wednesday, April 16, 2025, which is the day after the election. Ms. Rivera stated that she would send a letter to the board members that outlines the upcoming dates for the election.
