32 W. Loockerman St. (frontage near bus stop) (Property owned by Colonial Management)
• Funding Sources:
• Design Committee funding through the Safety Committee
• $2,500 from Colonial Management.
• $3,000 from the DE Division of Arts
• Funding Challenges and Opportunities:
• Diane applied for an opportunity grant of $1,250 for the Fire & Ice event. It may
be possible to withdraw the grant request and potentially secure a Special Project
Grant of up to $3,000 for the art project.
• Jennifer suggested looking into Community Project Grants, which offer up to
30% of total project costs for non-arts organizations. Those applications are due
March 1st.
• Dawn raised design concerns. Different lengths of the vertical pieces due to the stepped bricks
need to be considered. Ensuring that the top rail is horizontally aligned is key. The panels will
also be level and the wave above the top rail (which is in the drawing but not the rendering) will
be included as it will serve to deter people from sitting on it.
• Diane agreed that a final, on-site conversation will be needed before installation.

Holiday window contest
Diane reported on the contest. EZPass won First place ($200) and Mayor’s Choice ($100). Other
winners included Mitten & Winters, Dover Art League, and Pastries, Deli, and More. There weren’t
very many entries, but, overall, it was a success.
Paint Dover!
Diane reported that there was a good outcome from the event. It was October 8-10, 12, 13. There is
a virtual exhibit Https://Tinyurl.com/DoverArt. When artists register, they sign over the use of their
pictures at no cost. The event, therefore, provides a cadre of pictures that can be used in marketing ma-
terials.
Diane will be meeting with the BIGGS Museum next week to discuss an exhibition. Typically, the
exhibition is held on a Thursday evening, but Diane is hoping to have that changed to a longer, week-
end showing.
Potential Projects
Diane discussed that, while the funding has been funneled some into the Critical Improvement Pro-
gram, there are still Façade Grant funds available. She would like to turn attention back to the Façade
Improvement Program and suggested that the committee take a walk up Loockerman Street to identify
buildings that could benefit from façade improvements such as new painting, lighting, shutters, brick
pointing, etc.
The committee discussed having new banners made with updated artwork. Diane mentioned that
she would like to incorporate DSU more regularly on the banners. She noted that this is likely a conver-
sation for next fiscal year’s work plan.
Dawn noted the potential for a large mural on the side of the Mobility Center. This could be a good
opportunity to beautify Minor Street with lighting, a mural, or dimensional wall features. She is unsure
how such a project would be funded. Suggested looking into being a Delaware 250 project.
Diane would like to consider changing the over-street lighting along Loockerman Street to a
warmer tone light. This is not a priority for this year, but maybe in upcoming years.
