Play from 52:24Dec 9, 2025, Council Committee of the Whole Meeting
versus, like how many how many seconds? Because it can't it can't be, it's not like we're going out to Cheswold or anything like that, so.
Play from 52:25Dec 9, 2025, Council Committee of the Whole Meeting
You know, it's right in our backyard, so to speak. How much time are we saving, especially if we use Councilman Anderson's idea of putting up a temporary block in the road, which would mean, you know, for fire, for instance, would have to get out, move the mechanism, whatever it is, and then go down East Loockerman versus going down Division and making the right on, um, what is it, Edgehill? South Edgehill, correct. South Edgehill, and and then turning left on, uh, East Loockerman there. Did anybody measure how much time the time difference?
Play from 52:31Dec 9, 2025, Council Committee of the Whole Meeting
And, um, right now it's going east to East Loockerman and going in. Is there any, um, thought to changing the direction?
Play from 53:40Dec 9, 2025, Council Committee of the Whole Meeting
I think I recall that myself.
Play from 53:58Dec 9, 2025, Council Committee of the Whole Meeting
And just let people out of the development.
Play from 54:35Dec 9, 2025, Council Committee of the Whole Meeting
And uh it's only one entrance. You can only go in one way and not come out that way. It's not two-way uh traffic, right?
Play from 54:47Dec 9, 2025, Council Committee of the Whole Meeting
Right. And for some reason I think I remember you couldn't turn into it at one point, I think when I first got here, I think. I don't know, maybe it's before my time, but I wanted to say that uh, I

Council Council President Neil.
Play from 59:02Dec 9, 2025, Council Committee of the Whole Meeting
Thank you, Council President. The Mayor. Council

Thank you. The chair recognizes Ms. May.
Play from 1:22:03Dec 9, 2025, Council Committee of the Whole Meeting
Thank you. Um, well, with that said, doesn't seem like anything else. It sounds as if, if I'm interpreting it right, we're going to ask, um,
Play from 1:24:50Dec 9, 2025, Council Committee of the Whole Meeting
we're going to ask Mr. Lyon to go back to present more uh options with involving DelDOT. Does that sound—
Play from 1:24:58Dec 9, 2025, Council Committee of the Whole Meeting
Thank you.
Play from 1:25:05Dec 9, 2025, Council Committee of the Whole Meeting
Yes.
Play from 1:34:03Dec 9, 2025, Council Committee of the Whole Meeting
Boggerty seconds.
Play from 1:38:04Dec 8, 2025, Regular Council Meeting
Yes.
Play from 1:15:02Dec 8, 2025, Regular Council Meeting
And my question is, and we've heard a lot tonight in regards to um the point of we already have state statutes that address or that can address this concern. Would you um agree or disagree with that?
Play from 1:32:43Dec 8, 2025, Regular Council Meeting
Okay, fair. So now let me narrow the scope of my question. Um is there already a statue that addresses individuals on the median? Individuals on the median um obstructing the view of traffic or potentially creating a distraction. Is there something already on the on the state statute that addresses that specifically? Not not the solicit- not soliciting or panhandling, but the action of being on the median and obstructing the view of traffic or potential distraction um issues? Do you know of any, and if and if not, that's okay, I'm just asking.
Play from 1:33:38Dec 8, 2025, Regular Council Meeting
Thank you. I yield.
Play from 1:34:23Dec 8, 2025, Regular Council Meeting
we had one individual that was killed in a wheelchair on 13. And that that, you know, when I saw this individual trying to balance on the pitch of the median, it's not safe. And none of the Nothing that I heard tonight has changed my mind about that. That person is not going That person We're going to hear something about that down the road if we don't address that. And with that, I yield.
Play from 1:43:25Dec 8, 2025, Regular Council Meeting
...how we achieve getting individuals off the median is where we separate support for this, for me. So, I can't support the ordinance. Although I support the core issue of getting individuals off the medians, I cannot support the ordinance based on fines and fees. Thank you.
Play from 1:50:33Dec 8, 2025, Regular Council Meeting
So, to be clear, the points of the statute that refer to the safety that was just read by Councilman Lewis, that should be enforceable, I would think, Chief. And I know you said you have to go back and talk with your traffic individuals, your officers, but if that's the case, do we need this statute to to to to make the same point? And then our statute does have fines, so what is what are the repercussions? How how is the enforcement of, from a traffic standpoint, if you were going to lean on the state statute, what are the repercussions that, like how is that enforced, basically, through that statute?
Play from 2:03:31Dec 8, 2025, Regular Council Meeting
And that wouldn't be an opportunity for the Behavioral Health Unit to to be called upon in that case, in that instance?
Play from 2:09:03Dec 8, 2025, Regular Council Meeting
So, if this ordinance didn't exist, this proposed ordinance didn't exist, and yet we still would like to--
Play from 2:10:41Dec 8, 2025, Regular Council Meeting
So then my last question, and then I'll I'll yield to to Dr. Sudler. What does the local ordinance do? How does that help you to to do what we're requesting versus the state statute? Like what differences are in your mind are going to enhance or diminish your ability to rectify and keep those people safe?
Play from 2:11:57Dec 8, 2025, Regular Council Meeting
Thank you for yielding. Um, just guidance and if depending upon the answer, a path forward, much like the loitering or or ordinance, I hate to bring up old wounds, was pretty much rendered moot by the decision of the state at one point. Um, is it Would it be wise to take a lesson from that and hold this in in abeyance until the state makes a decision if they're if we move forward with with this and all the robust discussion and you know, not that we we get elected to get insulted and that's okay, but um but um but with all the robust decision, everything that we would have to enact um and only until March cuz this doesn't wouldn't come back on the agenda until when?
Play from 2:14:14Dec 8, 2025, Regular Council Meeting
...considering a a pedestrian safety ordinance to to to rework 41-47.
Play from 2:15:31Dec 8, 2025, Regular Council Meeting
Well, whenever it is, there's a rework. I won't hold them to a time, but there's a rework. That rework could either strongly give the, you know, give the give a state um ordinance um to increase the the munici- municipalities' strength to enforce and/or render this moot like it did loitering. So my path forward recommendation is enforce what we have now at the best that we can with the full understanding that individuals like wheelbarrows, I think common sense prevails if if that's a safety risk, we can the police can can work that, but in the meantime, maybe if we hold this in abeyance until the state makes a decision, maybe we just, you know, just lean upon that for guidance in in in the path forward. I mean, just a recommendation. I'm still outside the fees and fine fines, I'm not supporting fees and fines and increased the opportunity for debtor's court and all of those things that that will do. Um I'm still going to stick to my decision, but I understand the necessity um for safety. And uh so that that this is not me swaying, this is just me staying. And until we have a clear answer from the state, maybe abeyance is is the best path forward. I don't know.
Play from 2:15:40Dec 8, 2025, Regular Council Meeting
go down to um you know how they may look at individuals on the median and maybe where we'd have to draft maybe the size of the median make it significant, you know, just their feedback being that they are DelDOT. And sometimes, you know, when you look online, not everyone interprets what they're reading or comprehend what they're reading, um, the same way everyone else does. But typically when you hear something it's pretty much, you know, well that's better, so just for the sake of, you know, if they don't, if they can't really give us any information on that or their feedback or review, how do you feel about that? I'd rather ask than than not ask, but I appreciate you bringing forth, um, your concern. Thank you.
Play from 2:22:39Dec 8, 2025, Regular Council Meeting
Understood. Um and and this ordinance gives you the authority to do what you think you needed to do to protect the safety of the pedestrians?
Play from 2:37:46Dec 8, 2025, Regular Council Meeting
Boggerty second.
Play from 3:00:46Nov 25, 2025, Council Committee of the Whole Meeting

Um, I reviewed the plans. It's a beautiful building. Um, it's going to be a sports EA, like the EA gaming area, sports. It's going to have a media component to for music and focus on the arts. If anybody knows, that's one of my push to help individuals therapy through through music, et cetera. Then there additionally there's going to be of, of course, some sports um built into it. So stay tuned for more information on that. I had the distinct pleasure of representing the City of Dover on at a panel at Delaware State University with um our college students discussing the uh what what does it look like for government on a local level? I was able to serve on that panel with uh the councilwoman-at-large from Wilmington. So, we we were able to have some um dialogue about how they're addressing issues and and and um and they within their council as well. So it was good, but the young individuals, I want to say it could have been approximately 60 young individuals, they asked some very
Play from 05:17Nov 25, 2025, Council Committee of the Whole Meeting
great, good questions and we talked about the importance of voting in your local elections, but at the at the same time making sure they understanding issues and just not partisan. So it was a it was a good dialogue. I yield.
