Play from 2:02:53Sep 29, 2026, Council Committee of the Whole Meeting
Thank you. Thank you. We have, um, and we it was uh it it is by procedure imperative that both sides will be allowed to, uh, give their opinion and to put put the statements on the record. Uh, Dr. Hodge, uh, whatever it is, you have, uh, a couple more weeks to decide how to proceed to get get everything compliant, because, um, Mrs.—I would have done it, but Mrs. Arndt's already done it, and as, uh, uh, noted and called quorum. Is there, uh, are there any committee members online? Seeing seeing none, with the call of quorum having been made, the the proper parliamentary procedure is to, uh, stay and adjourn in this, uh, meeting.
Play from 2:05:00Sep 29, 2026, Council Committee of the Whole Meeting
Sir? We have a point of order, uh—
Play from 2:05:58Sep 29, 2026, Council Committee of the Whole Meeting
Okay. Uh, this, uh, we can, we got both sides on the record. We allowed questions, I mean, but we don't we can't have a motion, so we can't have discussion now. We The only proper procedure is to adjourn the is to adjourn the committee because we no longer have quorum.
Play from 2:06:06Sep 29, 2026, Council Committee of the Whole Meeting
See, I mean, we can I mean, I we can go after midnight, but, um, but we have no quorum, uh, of the committee.
Play from 2:06:35Sep 29, 2026, Council Committee of the Whole Meeting
Well, I'm sorry, Dr. Sudler, what did you say?
Play from 2:06:47Sep 29, 2026, Council Committee of the Whole Meeting
Uh, absolutely. Um, the quorum requires a majority of all members of the committee, uh, which there are 11. Uh, we currently, as, uh, Mrs. Arndt pointed out, have five because we would have, um, quorum, but, uh, Councilman Rocha had to recuse himself. Therefore, we cannot vote. We cannot conduct any further business, um, once the, uh, uh We we were allowed to, um, hear that the other side to put it on the record, but we can't really do anything else. We can't make a motion, we Therefore, we can't have discussion on on a motion because we can't make one. The only motion that is proper when quorum is allowed according to Robert's Rules of Order is to adjourn it.
Play from 2:07:00Sep 29, 2026, Council Committee of the Whole Meeting
And it it would have been uh and the and the reason why the he was allowed is because according to Robert's Rules, it would have been a manifest injustice and in- and unfair. And so therefore he would be allowed to put it on the record. Um, that's in that way, both sides are on the record. Um, all right. Um, the meeting, Parks, Recreation, Community Enhancement is adjourned. And thank you all for being here. And if, uh, anyone, um, wish and wishes to, uh, put anything on the record, I would encourage you to do so. I would encourage you to email City Clerk at dover.de.gov, and, um, I want to encourage you to do so. Uh, thank you very much.
Play from 2:07:59Sep 29, 2026, Council Committee of the Whole Meeting
That brings us to Safety Advisory and Transportation Committee, uh, and I turn it over to, uh, Councilman Andre Boggerty.
Play from 2:08:46Sep 29, 2026, Council Committee of the Whole Meeting

Play from 2:09:08Sep 29, 2026, Council Committee of the Whole Meeting
Aye.
Play from 2:09:17Sep 29, 2026, Council Committee of the Whole Meeting
Thank you, Mr. Chairman. There's been a lot of discussion and some of it will take some research, such as even if a gate's not going to be cheap and it wouldn't be instant. What I would support right now while this is being evaluated would be to extend the status quo and then evaluate continued to evaluate options, because right now, what's happening is working. So what's the hurry? We can take our time and evaluate options and then make them happen, the best option, because we don't have a ticking time clock. The current solution is working. I yield. I don't know if the chair has recognized the time for a motion yet, because he may want comment or whatever. Thank you.
Play from 2:40:53Sep 29, 2026, Council Committee of the Whole Meeting

Play from 3:16:21Sep 29, 2026, Council Committee of the Whole Meeting

Play from 3:22:12Sep 29, 2026, Council Committee of the Whole Meeting

Play from 3:22:16Sep 29, 2026, Council Committee of the Whole Meeting
Uh, I just want to make a motion uh. Thank you, uh and and if they want to discuss, that's fine. I I just move that we uh uh continue the uh the the current uh safety arrangement and uh uh ask staff to review some of the options heard tonight and and bring us back um other options. And I I do think that some of these other roads, by the way, uh we we do need to look at longer run with uh items such as, you know, striping more of our roads and and other things. And but but this road is unique, Mr. Chairman, as it even with the closure, it has two entrances. It's only a 24-foot road, which uh if it were built today wouldn't be a two-way street. It is um it has no sidewalk, and it's uh uh and it's connecting a commercial district, a heavily traveled commercial district. So, there aren't really any other roads similarly situated in the city. So, that's why. So, I just move that we continue the the current arrangement, and staff uh comes back with a um recommendation.
