Just one last point, and I appreciate the spirit of it. Could we have Ms. Poole give us a determination as to whether or not this is a a correct path forward?

Thank you for recognizing me. Um, so I I don't have any questions at this point. Um, I've spoken to a lot of folks in my district, um, which I'm sure we we all have, and we've all heard a lot of testimony here on various evenings. I've spoken to a lot of people in my neighborhood. Um, I live downtown. Um, not that we're solicited often, but we're in that environment, um, where we do see folks who who need uh certainly, assistance. Um, I'm going to give my thoughts tonight, and then I'm going to sit back and see if anyone changes my mind. Um, so I've I've I've written it down just to keep myself straight. Uh, so while I share the very real safety concern about pedestrians standing in narrow medians in heavy traffic areas, this ordinance has the potential to create more problems than it solves. I'm uncomfortable moving it forward. I understand that the intent is safety, not punishment. Unfortunately, in practice, issuing fines to individuals who have no means to pay is neither effective, nor does it effect change. It also exposes the city to potential litigation without delivering meaningful improvements to public safety. This was a huge concern of mine of putting the city at risk.

I appreciate and value the Chief's insights and operational on operational challenges. I want to acknowledge my colleague's sincere effort in bringing this issue forward, and his grace and professionalism through the public criticism. The safety risks he identified are real. Thank you, Councilman Anderson. At the same time, I call on those who oppose this ordinance on moral grounds to stay engaged in ways that genuinely help, by regularly visiting the areas where people are standing in medians, and entice them to safer locations, offer resources or services to address root causes. We all share the same goal: a safer community. I believe we can pursue that goal more effectively through collaboration and compassion than through this ordinance. I yield.

Thank you for recognizing me. Just uh for discussion on that motion, I think um taking a look at what signs are permissible, um there are signs standards, and whether or not we can put a a no stopping, standing sign in a median when if a median is designed to be that refuge for someone crossing the street may not be appropriate um to put a sign there saying that someone can't stand there when the median was designed for someone to stand there until the light changes. So just putting that out there that we may want to consider the the technical aspects uh and the regulations on signs before moving that forward. I yield.

Opposed.
Play from 5:36:40Nov 25, 2025, Council Committee of the Whole Meeting
I'm voting no, because I just don't think we have the information to go with a pilot project. I'd be in support of evaluating options, but not going straight to a pilot, so I'm a no.
Play from 5:37:01Nov 25, 2025, Council Committee of the Whole Meeting

Thank you for recognizing me. Um, okay, so I I understand that there's a a limited ability to force enforce, and I I can appreciate the nuances in the in the Chief's responses. Um, my thought on it was that it it would have some level of public awareness. People perceive it in different ways. Um, if I were to see a sign that saw said strictly enforced, I would think, okay, well, maybe there's additional enforcement in this area. Uh, I would I would
Play from 37:24Nov 24, 2025, Regular Council Meeting
think more carefully about how I was driving in that vicinity. Um, so just from a public awareness standpoint, if the signs have the limited ability to change driver behavior in certain circumstances. It's obviously some people are just going to ignore it, what have you. Um, but just from a public awareness standpoint, I have no opposition to this ordinance. Um, it's fairly benign. Um, it's just a sign under a speed limit sign. So, an existing speed limit sign, this sign would be placed underneath of it. And again, if if it can help, great. I don't see that it would hurt anything. I yield.

once a building has been condemned, whose responsibility is it to secure the property against trespass? Is it the property owner or the city?
