EXHIBIT #2 Council Meeting of 3.27.2006 PETITION TO ANNEX AND ZONE PROPERTY Before The Dover City Council March 27, 2006 Owners: Joyce Bordley (Parcel #1); Rojan Meadows, LLC (Parcel #2); Timothy & Lynne Maurer (Parcel #3 & #4) Address: Parcel #1 - 1542 North Little Creek Rd Tax Parcel # ED-00-068.20-01-06.00-000 Acres 0.21 +/- acres Parcel #2 1554 North Little Creek Road ED-00-068.20-01-07.00-000 0.66 +/- Acres Parcel #3 1566 North Little Creek Road ED-00-068.20-01-08.00-000 Parcel #4 1572 North Little Creek Road ED-00-068.20-01-08.00-000 Locations Southside of North Little Creek Road across from Nicholas Drive, the entrance to the Lexington Glen Subdivision County Zoning: RMH (Residential Manufactured Home) Proposed Zoning: RG-1 (General Residence) permitting single family and two family dwellings, rooming houses for 5 or less people. Permitted conditionally: planned senior housing developments, churches, schools, hospitals, funeral homes, philanthropic and charitable organizations, and membership clubs. Present Use: Residential – Parcel #1 One existing residential structure, Parcel #2 - one existing residential structure and one mobile home. Proposed Use: Residential – demolish existing structures, resubdivide land into four lots and construct four new structures. File Number: AX-06-01

Página 28

File Number: AX-06-01 At the February 21st, 2006 meeting of the Dover Planning Commission, the Commission voted to recommend approval of the annexation as requested. In doing so the Commission considered the following information: Surrounding Land Uses: To the north and across North Little Creek Road is the Lexington Glen: Planned Neighborhood Development subdivision zoned RM-1. To the east are residential properties in Kent County zoned RMH, south and west are lands associated with the proposed Rogan Meadows: Planned Neighborhood Design Subdivision zoned RM-1. Comprehensive Plan: The Annexation and Growth Map with in the current certified Comprehensive Plan designates this land as Category #1 – Lands Identified for Annexation, and designates the land for residential development. Cost-Revenue Analysis:: The Cost-Revenue Analysis showed a positive cash flow to the city of approximately $39,000 over ten years. The Cost-Revenue Analysis was based on development of three lots, however there will be four lots created. Other Considerations: The RG-1 zone is being recommended over RM-1 zone which is predominate in this area because the required lot dimensions of RG-1 would allow the developer to create four lots. Recommendation of the Planning Staff: Because the land is in compliance with the Comprehensive Plan, and is compatible with surrounding land uses Staff recommends approval of this annexation. This recommendation is being made without the benefit of hearing the comments of surrounding land owners and residents. A public hearing is required on this matter and those comments should be given serious consideration by the Commission.
