*** DRAFT ***
Members Present: Others Present:
Gerry Pennington, Chris Asay, Dave Moses, Fran Carolyn Courtney, Eddie Diaz, Kirby
Riddle, Andy Siegel Hudson, Dirk Lee
INTRODUCTIONS
CALLED TO ORDER: Meeting opened at 5:00 P.M.
CHAIR
Welcomed everyone. Dirk Lee was introduced as a new member. However, clarification from the City Clerk’s office
needs to be obtained, as staff was not made aware, nor has any letter of confirmation been sent. (It was later
determined, this appointment is not official at this time as Mr. Salvin is not making appointments.)
AGENDA
Mr. Pennington noted item #7 the Bank Lane Study to be moved up to item #1. Mr. Asay moved to accept as modified
and Ms. Riddle seconded, this past without objection.
MINUTES
Mr. Asay suggested changes to the minutes, mostly they have been included. He would like identification of comments as
it helps to indicate who is making statements and not facts. He specifically wanted statements made by Mr. Galvin
pointed out. He refuted Mr. Galvin’s statement regarding the study not being done, no funding allocation for the
improvement. I don’t know what he was trying to say. The MPO does not make funding decisions. Their purpose is
support projects and studies. It’s DelDOT who approves and allocates funding. Mr. Asay motioned to accept the minutes
with the modification, this was seconded and passed without objection.
NEW BUSINESS
GLO RIDES
Mr. Moses noted he would go thru this and then add to agenda items for discussion. The Glo Rides are something that
have been nationally, and locally with the city of Milford. It is an all inclusive ride, usually escorted through a chosen
path. Folks use glow sticks and lights to light up their bikes and ride. Maybe sometime this summer, we could offer this
kind of ride and possibly use the same course used for the Ride of Silence. This could be another feather in our cap in the
next bike application as supporting bicycle events. It’s a fun ride and after dark. This is not “series” of rides, but more like
once year. I would like to make our more formal so that we can say this subcommittee offered it for their next bike
league application. Ms. Riddle wondered if this could fit into Open Streets, thinking one of them was going to be in the
evening. That could be a nice compliment for Open Streets and this program. Mr. Moses noted the fun of this event is to
light up your bikes and ride, creating a fun atmosphere.
In addition, I heard the Duathlon is not going to happen this year. We are already in talks about Time Trials we are going
to have this fall. I don’t have a date and but I do have quotes for timing and scoring. When I say we, I mean Dave’s Road
Bikes and volunteers plan to do a Duathlon next spring out of Schutte Park not Dover Park. Wyoming Road, Westville
Road, Hazeletville triangle as our loop. Time Trials bike will go out every 15 seconds to a minute and return. Possibly
even a road bike division and various age groups and awards. We want to use Schutte Park but if the city will not allow
this we will take our events elsewhere out of the city. This is a good event to bring the road and tri bikes together.
Paj 3
Mr. Hudson noted this would be around the time of our soccer league and would pose conflict. Mr. Moses felt this would
not interfere. It was agreed to put these events on the agenda for discussion for the next agenda. Mr. Hudson noted the
concerns I have are this is a big event, I don’t want to see a competition of cars and bikes. Mr. Moses I feel most will even
ride their bikes to the event. If they come from out of town, they can park somewhere else and ride to the event. If the
city does not want to be involved we can take it someplace else. It was agreed to put this on the agenda. For
clarification, this is a Dave’s Road Bike’s event? Dave gave the answer that whoever wants to support it. Events carry
weight for our bike application. Mr. Asay, do you have a name? If the city wants to provide a venue and support they
could put their name on it with Dave’s Road Bike’s or anyone else who wants to support it. I haven’t gotten that far as we
have quotes for timing fees and we need to go out for sponsorships. Any proceeds would go to a charity. This will be
on the agenda for next meeting.
OLD BUSINESS
BANK LANE FEASIBILITY STUDY COMMENTS
Mr. Asay turned the floor over to Ms. Riddle. She shared the attached memo of comments. She is never quite sure
should we discuss then introduce the motion? Ms. Riddle noted a disclaimer I am not sure that this is even the right point
of time if we should offer a recommendation. I realized last week, I wondered around Bank Lane and after thinking, it did
seem to me the Bank Lane intersections would not benefit from the three alternatives. Bank Lane itself is friendly until
you reach intersections, especially the intersection at Governors. My motion, would add that we send our
recommendation to the Safety Advisory Transportation Committee. Mr. Moses also noted he want back to Bank Lane
and looked at the issue. I thought I had to make a choice of the 3 options. When I send my answer I said, choice 2, but in
reality a choice to not spend a lot of money and fix the intersections that would be my choice. Brief discussion on one
way and parking on Bank Lane. Mr. Siegel noted I’m not in favor of any of it. I would not cross there at 5 pm in the
evening with traffic (Governor’s / Bank Lane). Why not just use Water Street? Mr. Moses if our opinion matters we
should push for a fourth option. Mr. Siegel, we can say we don’t support any of the options, but if the city doesn’t agree
to maintain it, it would not happen.
Mr. Siegel made the motion that none of the options (of the 3) given, that we do not support any of them. Mr. Asay said
no, Ms. Riddle was going to make a motion and I’d like her to go first. Mr. Asay said Mr. Siegel did not have the floor to
make a motion. Ms. Riddle wanted Mr. Siegel to offer his motion first. Mr. Asay disagreed.
Ms. Riddle made her motion:
Before making a final decision on the three Bank Lane bike path alternatives proposed in Century
Engineering’s December 4, 2018, feasibility study, the Subcommittee recommends to the Safety
Advisory and Transportation Committee that the City of Dover request development of a fourth
alternative that would improve bicycle and pedestrian safety at the Bank Lane intersections without
altering Bank Lane itself. This motion is based on Century Engineering’s own data and conclusion that
Bank Lane is a low‐stress path for bikers and walkers, except at the intersections. A fourth alternative is
needed to correct this safety issue without incurring unnecessary expense.
In discussion, Mr. Siegel noted his opposition would be that is we are basically asking them to make a fourth
option. In my opinion, it’s just not a safe option at all when you have Water Street a block away. Mr. Asay
voices support un‐amended. The chair called for a vote on the motion. The motion passed with Gerry
Pennington and Andy Siegel voting against, with Dave Moses, Fran Riddle and Chris voting in favor of the
motion.
CONSTRUCTION PROJECTS
Mr. Fiori was not able to attend. He forwarded an email denoting no new updates on construction projects.
EDUCATIONAL PARTNERSHIPS (BIKE RODEOS)
Paj 4
Mr. Fiori noted North Dover Elementary would be hosting a Bike Rodeo on May 17. Looking for volunteers for that day,
as he will be working a Bike To Work event elsewhere in the state. Mr. Pennington noted he may be able to get some
airmen to assist.
PEDESTRIAN ISSUES
Ms. Courtney reported on the issues Mr. Lesniewski brought forward in February. Division Street & Pennsylvania Avenue
crosswalk falls in the state maintained section, however once the weather clears City staff will go out and address the
crosswalk with fresh striping. Mr. Moses asked about Maple Lane, stating Mr. Lesniewski lives on Maple and not either of
the street mentioned. Ms. Courtney asked Mr. Moses if there are others in the area that need to be addressed. Mr.
Moses no, but I know he lives on Maple.
The potential for a mid‐block crossing at Washington Street and State Street. A previous discussion with Mrs. Townshend
noted the State Street property owners were not willing to giving up property that would be required for the cross walk.
The City and State decided they would not pursue this issue.
Mr. Asay noted the sidewalks along South Little Creek Road and sidewalk gaps being a priority in the Pedestrian Plan. He
has spoken with Senator Trey Pardee and his assistant to get Community Transportation funds to fill these gaps.
BIKE MONTH EVENTS FOR MAY
Bike to Work Day and the Ride of Silence are set for Wednesday, May 15. We have a draft flyer to review that Mr. Fiori
put together. Mr. Asay was asked to reach out to Good News for apples? He agreed (noting new owners). Ms. Courtney
will reach out to Georgia Boys bagels and also prepare the event as she normally has in the past. The MPO and Ride
Share Delaware to partner.
The Ride of Silence will run the same route and Ms. Courtney will coordinate accordingly.
DOVER TREASURE HUNT
Ms. Riddle noted we are partnering with the Open Streets and Mayor’s Kayak event for August 31 to host the walking
event, which will be a tour from Silver Lake Park to the Legislative area and returning. This will be a combined event to
promotes healthy lifestyles, walking and paddling.
BICYCLE AND PEDESTRIAN PLAN
Mr. Asay reported the city and MPO are negating a contract for updating the Bicycle and Pedestrian Plan. Its in both of
their FY20 budgets but neither has been finalized. Should that get approved, we will start in July using a consultant. The
consultant is WRA, they put together the state bicycle plan. He intends to have them attend every meeting for the next
year to help us update the Bike and Pedestrian plans. They will meet with us and come to an agreement on how this will
work. They will host public workshops very early on to see what the public will see, as they make improvements by
section they will bring it to us and we can give them direction on what we want to see. At the end of the process, they
will offer their proposal and we give our final ok and then it goes to the City Council.
ANNOUNCEMENTS
May 2 is the Bike – Walk Summit for Delaware, information is included in your packet.
ADJOURNMENT
With no further business, the meeting adjourned at 6 pm.

Hi Carolyn,
I will not be able to attend tonight’s meeting. Found out when I got home that my girlfriends son Special
Olympics basketball game was changed from 7:00 p.m. to 5:00 p.m. There are only a few games left and then
my Tuesday nights will be free. I do not have any updates on DelDOT construction projects. The only item of
discussion I had was about getting volunteers for the bike rodeo at North Dover on May 17th. Could you please
ask? For the Bike Month Events, attached is a draft flyer that will be posted at DelDOT. Can you verify the time
and place the City will ride from? I thought Andy said it will be from Schutte Park. I will drop off a copy of the
Blueprint for a Bicycle Friendly Delaware bike plan for Chris and flyers for the upcoming Walkable Bikeable
Delaware Summit on May 2nd.
If you need anything else or if there are any questions from the meeting, just e-mail me.
Thanks,
John

Fellow Subcommittee Members,
I have now walked Bank Lane several times and reread Century Engineering’s feasibility study, and I
share Chris’ concern that none of the three alternatives squarely addresses the primary bicycle and
pedestrian issue with Bank Lane – safe crossing at the intersections. Rather, all the alternatives
recommend what seem to be unnecessary and expensive modifications to Bank Lane itself.
I also am concerned that the proposal to make Bank Lane a one‐way street eastbound between
Governors Avenue and the Green, common to all three alternatives, has the potential to significantly
increase vehicle traffic on the Green and State Street during the afternoon rush hour. A significant
number of vehicles park in this block of Bank Lane during business hours and will have to exit through
the Green at the end of the day – an unintended negative consequence for this historical area.
I am far from an expert on traffic studies and construction proposals of this nature, but I do feel that a
fourth option for Bank Lane that focuses only on safety measures at the intersections should be
considered. Consequently, I would like to reintroduce Chris’ 2/5/19 motion or offer the following
alternative:
Before making a final decision on the three Bank Lane bike path alternatives proposed in Century
Engineering’s December 4, 2018, feasibility study, the Subcommittee recommends that the City
request development of a fourth alternative that would improve bicycle and pedestrian safety at
the Bank Lane intersections without altering Bank Lane itself. This motion is based on Century
Engineering’s own data and conclusion that Bank Lane is a low‐stress path for bikers and
walkers, except at the intersections. A fourth alternative is needed to correct this safety issue
without incurring unnecessary expense.

Scope of Work
Background‐ In 1997, the City of Dover developed its first Bicycle and Pedestrian Transportation Plan,
which was incorporated into the City's Comprehensive Plan. With extensive public involvement, this
initial plan provided an assessment of existing conditions for biking and walking in the City, as well as
developed specific recommendations, an implementation strategy, and potential funding sources. The
2008 City of Dover Comprehensive Plan recommended the 1997 Bicycle and Pedestrian Transportation
Plan be updated. In 2014, at the request of the City of Dover, the Dover Kent County MPO initiated
updating the City of Dover 1997 Bicycle and Pedestrian Transportation Plan, by created two separate
plans and performing the work in‐house utilizing MPO staff. Thus, the 2015 City of Dover Pedestrian
Plan was approved in February 2015 and the 2015 City of Dover Bicycle Plan was approved in March
2015. On October 17, 2018 City of Dover Manager requested the Dover Kent County MPO considered
