RECOMMENDED ACTION: Staff recommends that the proposed ordinance be forwarded to City Council for action in accordance with the time frame above. BACKGROUND AND ANALYSIS The proposed ordinance would remove the required 40-foot buffer around the perimeter of developments utilizing the Planned Neighborhood Design Option and would reduce the front and rear yards for houses being constructed under the Planned Neighborhood Design Option. The Planned Neighborhood Design Option is a zoning overlay that allows for flexibility in housing styles. Projects utilizing this overlay first are reviewed by City Council to determine if it warrants further review by the Planning Commission. If forwarded to the Planning Commission, they are subject to Conditional Use approval by the Planning Commission.

MEMORANDUM Department of Parks and Recreation P.O. Box 475 Dover, Delaware 19903 Phone: 302.736.7050 Date: August 5, 2014 To: Parks, Recreation & Community Enhancement Committee From: Ann Marie Townshend, AICP RE: Recreation Needs Assessment The Parks and Recreation staff have taken the lead on developing the City’s Recreation Needs Assessment. Planning and Recreation staff have met with the State of Delaware Division of Parks and Recreation to review and update the Outdoor Recreation Inventory, a statewide geographic database of all parks and open space area. Updates have been provided to the State Division of Parks and Recreation. They will assist us with maps for our public outreach, as they have developed mapping applications that are helpful in recreation needs evaluation. A survey has been developed that includes general questions about recreation programming and city parks, as well as focused questions on the City’s larger parks, including Dover Park, Williams Park, Silver Lake Park, Schutte Park, and Dover/New Street Park. This survey has been posted on the City of Dover Recreation Facebook page. We are printing copies to have available to people who do not have computer access. We will also have it on the Department of Parks and Recreation webpage and send an e-mail blast through Constant Contact to encourage people to complete the survey. Delaware Senior Olympics, the Dover YMCA, Delaware Special Olympics, and other partners have agreed to get the survey link circulated as well. We plan to schedule public meetings in late August and September to solicit public input. We need to coordinate with the State Division of Parks and Recreation on the mapping before we confirm dates.
