SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Land Acquisition

SPECIAL COUNCIL MEETING A Special Council Meeting was held on October 10, 2016 at 5:31 p.m. with Council President Slavin presiding. Members present were Mr. Anderson (arrived at 6:31 p.m.), Mr. Cole, Mr. Hare (arrived at 5:40 p.m.), Mr. Hosfelt, Mr. Hutchison, and Mr. Neil. Mr. Lewis and Mr. Sudler were absent. Council staff members present were Mr. Koenig (departed at 5:32 p.m. and returned at 6:21 p.m.), Mrs. Mitchell (departed at 5:32 p.m., returned at 5:51 p.m., departed at 6:15 p.m., and returned at 6:21 p.m.), Mrs. Bundek (departed at 5:32 p.m., returned at 5:39 p.m., and departed at 5:50 p.m.) and Mrs. McDowell (departed at 5:32 p.m. and returned at 6:21 p.m.). Mr. Hudson was also present (departed at 5:32 p.m. and returned at 6:21 p.m.). Mayor Christiansen was absent. ADOPTION OF AGENDA Mr. Hutchison moved for approval of the agenda, seconded by Mr. Neil and unanimously carried. Mr. Neil moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(9) - Personnel matters in which the names, competency and abilities of individual employees or students are discussed, unless the employee or student requests that such a meeting be open and §10004(b)(2) - Preliminary discussions on site acquisitions for any publicly funded capital improvements, or sales or leases of real property. The motion was seconded by Mr. Cole and unanimously carried. The Special Council Meeting recessed into Executive Session at 5:32 p.m. The Executive Session recessed at 6:19 p.m. and reconvened at 6:21 p.m. Mr. Hutchison moved to adjourn the Executive Session, seconded by Mr. Hare and unanimously carried. The Executive Session adjourned at 6:39 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Potential Land Acquisition During their Special meeting of September 26, 2016, City Council authorized the City Manager to proceed with negotiations on the first set of properties discussed during the Executive Session, with the figures the City Manager had used. During the Executive Session, Mr. Scott Koenig, City Manager, provided an update on the status of the negotiations for the two (2) parcels of land. Mr. Hare moved to proceed with the purchase of 401 and 415 West Water Street at the price referred to by the City Manager. The motion was seconded by Mr. Hutchison and unanimously carried.
