Dover Human Relations Commission 2016 Annual Report to Council
• Commissioners McGiffin and Henderson conducted interviews with nine members of senior
staff and department heads on December 21, 2015 and January 11, 2016. The purpose of the
interviews was for the Commission to determine some fundamental facts about the City of
Dover’s approach to diversity issues.
• Commissioner McGiffin drafted a DHRC Diversity Survey instrument which consisted of 20
questions. Commissioners Henderson, Sadusky, and Gaddis compiled observations and
conclusions from the survey and presented the results to City Council during their January 2017
meeting.
• Commissioners Gaddis and Paige worked together to finalize a concise explanatory statement
about the role of the DHRC.
• The challenge in 2016 was to maintain a full body of the Human Relations Commission
representing the four districts in the City of Dover, as well as the at-large post. Commission
Chair Henderson remains committed to maintaining a viable quorum of commissioners, as well
as providing advice to Council regarding human relations matters.
