A IloverMotorsfY\rt~· Company l NCOR I'O R ATE l)~ INTERNATIONAL SPEEDWAY City of Dover RECEIVED NOV 1 ;$ 2 r November 12, 2018 CITY MANAGER/MAYOR Ms. Donna S. Mitchell City Manager City of Dover 15 Loockerman Plaza Dover, DE 19903 Dear Ms. Mitchell: Dover International Speedway has hosted the Firefly Music Festival for seven (7) consecutive years along with our partner AEG Presents (formerly Red Frog Events). Each year we have tried to improve not only the event experience but also our communications and relationships with neighbors, State and County agencies and the City of Dover. We hope you agree the event has been a wonderful addition to the community on a variety of different levels, both in terms of economic impact, tourism and general excitement. You may not be aware, but the festival industry has become extremely competitive the last few years, with new venues and events developing throughout the East Coast. This increased competition requires that the Firefly event be evaluated each year in order to continue to provide quality entertainment and guest experiences through new features and attractions. One such example of AEG's continuing innovation and activation is the proposed construction of a permanent shower facility in what we call Lot 18, a premier camping location for over 15,000 campers. Lot 18 provides quick access to the Festival grounds and offers several other amenities. Obviously, this new shower facility will require a source of water supply. As you know, there is a groundwater well already on site which could be utilized. However, the current well provides water to several different locations already and a new well would insure adequate flow and pressure at all locations while providing a redundancy in case one of the wells malfunctioned. In accordance with Section 110-67 of the City's code we are asking permission by resolution to drill a well on Lot 18, which does not have potable water supply available . Our Lot 10 does have potable water available but this parcel is separate and distinct from Lot 18.

We look forward to the opportunity to meet with the Utility Committee on December l11h to discuss this request. Thank you in advance for your consideration with our request. Mike Tatoian President & CEO Dover International Speedway (302) 883-6503

ACTION FORM PROCEEDING: Committee of the Whole (Utility) AGENDA ITEM NO.: DEPARTMENT OF ORIGIN: Electric DATE SUBMITTED: 11/30/2018 PREPARED BY: James S. Robinson, Electric Director SUBJECT: Evaluation of Proposals – GIS Inventory Survey of Roadway and Other Outdoor Lights REFERENCE: N/A RELATED PROJECT: EE1919 – Lighting Project and Rehabilitation APPROVALS: City Manager, Controller EXHIBITS: N/A EXPENDITURE REQUIRED: $58,800 (*) AMOUNT BUDGETED: $ 1,350,000 in FY19 FUNDING SOURCE (Dept/Page in CIP & Budget): Funding is provided in CIP EE1919. TIMETABLE: Contract to be executed within two (2) weeks of Council Approval. RECOMMENDED ACTION: Staff recommends awarding a contract to Citelum as per the proposal submitted in response to RFP #19-0010EL (*) Final expenditure will be the actual amount of locations multiplied by the contract unit price. BACKGROUND AND ANALYSIS The FY19 budget of $1,350,000 encompassed upgrading existing non-LED City lighting to LED and assumed replacement of the lights in FY19. The project is now being phased, with the first phase having an inventory survey performed of existing lights. The Electric Department currently has approximately 8,400 roadway and other outdoor lights in the City of Dover and areas outside City corporate limits. The survey will utilize geospatial tools and equipment that records and verifies 14 attributes for each location. The final product will be an electronic map and database of the lights that is accessible through common GIS software, web-based ArcGIS Online or Google Earth KML combined with a Microsoft Excel Spreadsheet. Initial survey results are due within 45 calendar days of issuance of the notice to proceed The survey will enable the City to determine the quantity, wattage and style of LED fixtures to procure for conversion (Phase 2). The final phase (Phase 3) will be installation of the fixtures. The timing and cost estimates of Phases 2 and 3 have yet to be determined. Proposals were solicited and advertised according to City Policy by the City’s Contract and Procurement Manager under RFP #19-0010EL and submissions were received from thirteen (13) vendors. The RFP required submittal of a per unit price for each light location identified and mapped. The final amount paid will be determined by the final count of locations. The evaluation criteria were experience, price and compliance with the requirements of the RFP. The scoring of the top five (5) proposals are as follows: Page 1 of 2

Page 14

Proposal prices ranged from $6.64 per location to $47.64 per location. City staff reviewed all 13 proposals thoroughly, many through multiple iterations. Price and direct relevant experience were the key determinates in scoring and ranking the proposals. Every vendor demonstrated the ability to locate objects and provide and map GIS coordinates. However, not all had direct experience gathering the 14 attributes that the City require. Several vendors have considerably more experience surveying streetlights than others. Page 2 of 2
