INTRODUCTIONS
CALLED TO ORDER: Meeting opened at 5:01 P.M.
CHAIR
Welcomed everyone and invited introductions.
Mr. Hudson, introduced himself as the director of Parks & Recreation noting the department has many projects on their
plate such as the Dover Park and Schutte Park Master plans, new building in Schutte, new grounds staffing, assuming
tasks that were previously under public works, and much more. Staff resources are limited. The direction we have been
given and must follow is that meeting need to be kept to one hour.
Mr. Moses welcomed Mr. Hudson stating he hoped the coordination went well with the Public Works and Parks and
Recreation.
Mr. Asay stated the the kind of committee we are falls under Safety Advisory and Transportation and not Parks &
Recreation. Mr. Hudson replied we are one city and one group and can only be spread so far. We are working as one.
AGENDA
Was accepted without change.
MINUTES
Due to time, were skipped. To be heard at the next regularly scheduled meeting.
NEW BUSINESS
BANK LANE FEASIBILITY STUDY
Century Engineering presented the attached presentation entitled the Bank Lane Multi‐Modal
Improvements Study with input from the James Galvin. Mrs. Goudy noted the process of the study and review the
overall bike plan depicting the options for Bank Lane and improvements. Traffic data included cars, bike and pedestrians.
The slides were reviewed and variety of questions were fielded by Century Engineering staff and MPO staff. Much
discussion took place over the color coding of the maps.
Topics included ensuring all utility improvements in the area are considered. This would be the time to take things
underground such as major infrastructure projects like water, gas and power lines.
After commentary regarding why this project was presented for a feasibility study, Mr. Galvin reported the MPO put
money in for this realizing money was available for signage and stripping but knew that would not be enough for the
results being sought. The MPO felt this project should have the feasibility study in order to be successful in getting
Page 2
improvements for Bank Lane. The MPO and DelDOT were in agreement. This project was deemed important. The intent
is to give everyone a clear path; cyclist, pedestrians and vehicular traffic.
After the full presentation, Mr. Asay made a motion recommending this committee reject all three options presented by
Century Engineering and the MPO, and request a no build option be developed by Century Engineering. This motion was
not seconded.
After a short discussion it was agreed members of the subcommittee could submit their comments on the project directly
to Century Engineering and/or to Ms. Courtney. Comment forms and the slide show presentation would be sent out to
each member and returned comment forms would be included in the feasibility study research.
No further business was conducted.
A discussion on time constraints and missed meetings was brief. Members were under the impression staff time could
“roll over” if a meeting is missed or canceled. Mr. Hudson clarified that is not the case. Meetings must be kept to one
hour.
Mr. Asay asked to have his motion heard at the next meeting.
ADJOURNMENT
With no further business, we adjourned at 6:15 pm
