SPECIAL COUNCIL MEETING - ES ACTION (PUBLIC) - Dover Solar Proposals

SPECIAL COUNCIL MEETING A Special Council Meeting was held on August 12, 2019 at 6:00 p.m. with Council President Hare presiding. Members present were Mr. Anderson, Mr. Sudler, Mr. Neil, Mr. Cole (arrived at 6:35 p.m.), Mr. Polce, and Mr. Taylor. Mr. Lindell and Mr. Slavin were absent. Mayor Christiansen was also present. Council staff members present were Mrs. Mitchell and Mrs. McDowell. Other staff members present were Mr. Harline, Assistant City Manager, and Mr. Robinson, Electric Director (arrived at 6:08 p.m.). ADOPTION OF AGENDA Mr. Neil moved for adoption of the agenda, seconded by Mr. Taylor and unanimously carried. Mr. Neil moved to recess into Executive Session pursuant to 29 Del. C. §10004(b)(4) - Strategy sessions, including those involving legal advice or opinion from an attorney-at-law, with respect to collective bargaining or pending or potential litigation, but only when an open meeting would have an adverse effect on the bargaining or litigation position of the public body and 29 Del. C. §10004 (b)(6) - Discussion of the content of documents, excluded from the definition of "public record" in §10002 of this title where such discussion may disclose the contents of such documents (§10002 (l)(2) Trade secrets and commercial or financial information obtained from a person which is of a privileged or confidential nature). The motion was seconded by Mr. Taylor and unanimously carried. The Special Council Meeting recessed into Executive Session at 6:00 p.m. The Executive Session adjourned at 6:44 p.m. ACTION RESULTING FROM THE EXECUTIVE SESSION Dover Solar Proposals During the executive session, members of Council reviewed information related to the Solar and Storage Request for Proposals prepared by The Energy Authority Risk Management Committee. Mr. Anderson moved to authorize the City Manager to enter into one or more agreements with projects up to a maximum of 75 MW of solar capacity which results in a blended PPA price not to exceed $42.00/MWH delivered for a term not to exceed 25 years. The motion was seconded by Mr. Neil and unanimously carried. Mr. Neil moved for adjournment, seconded by Mr. Cole and unanimously carried. The Special Council Meeting adjourned at 6:46 p.m. TRACI A.
