$682,795 for the re-lining of 3,789 linear feet of eight-inch (8”) sanitary sewer main, removal and replacement
of seventy (70) sanitary sewer laterals and cleanouts, installation of eight (8) new cleanouts, reinstating fifty-
eight (58) sanitary sewer laterals and site and pavement restoration. The work will be accomplished in Rodney
Village Development.
BACKGROUND AND ANALYSIS
Wastewater Management includes the Inflow / Infiltration Removal capital project to correct areas in the sanitary sewer
collection system that are deteriorating and allowing groundwater to enter the sanitary sewer system through cracked
pipes and/or through poorly sealed joints. Eliminating infiltration into the City’s sanitary sewer mains will result in
reduced pumping and treatment costs.
During FY 18/19, a Sanitary Sewer Inflow & Infiltration Study was conducted by Public Works staff to identify areas
with high priority relining, repairs and replacements if needed. This study was completed by reviewing sanitary sewer
assessment videos through a pipe condition grading software program. Public Works field staff collected the videos and
provided them to the Engineering & Inspections Division of Public Works. The high priority list was placed on a relining
schedule over the next five (5) years. The bid package was advertised by the City’s Contract and Procurement Manager
under Bid #20-0002PW and was opened on September 19, 2019. The following three (3) contractors submitted bids for
the proposed project.
CONTRACTOR LOCATION BASE BID EVALUATED PRICE
GATEWAY CONSTRUCTION, INC. CLAYTON, DE $682,795 $662,311*
REYBOLD CONSTRUCTION GROUP, LLC BEAR, DE $780,923 $780,923
STANDARD PIPE SERVICES BEAR. DE $861,630 $861,630
*- Gateway Construction, Inc. was awarded a 3% reduction, due to local vendor preference, Rule 2.
City staff reviewed the Gateway Construction, Inc. bid package and found it free of math errors and/or discrepancies. In
addition, staff has reviewed the contractor’s qualification information which included a list of recently completed projects
similar in material scope to the sanitary sewer replacement project and their financial statement and found all information
to be adequate. The low bid represents fair market value; and their qualifications are in accordance with the requirements
of this project.

STAFF RECOMMENDATION: Council approval for the Downtown Dover Partnership to move forward
with a Request for Proposals for parking solution for downtown area to include City property.
To address current and future parking challenges, the DDP Parking Committee is looking to
issue a Request for Proposals (or Information) on various solutions that would take into
consideration the downtown logistics and resources available for parking. This would include
the same footprint as was in the City’s Parking Garage RFP with on-street parking.
Over the years, there have been several studies, changes to lots, signage changes, and confusion
over permits. The DDP Parking Committee is committed to finding a solution for the economic
vitality of downtown Dover, clarity to tourist and visitors, and to improve the quality of life for
the downtown residents, property owners, and business owners.
