Bicycle Pedestrian Sub‐Committee Dover City Hall Large Conference Room Dover, DE Octoer 1, 2019 **REVISED DRAFT ** Members Present: Others Present: Chris Asay, Jayce Lesniewski, Dave Moses, Durk Lee, Carolyn Courtney, John Fiori, Kirby Hudson, Tricia Arndt, Pete DiMarie Andy Jakubowitch, Councilman Ralph Taylor, Helen Wiles INTRODUCTIONS CALLED TO ORDER: Meeting opened at 5:00 P.M. A discussion took place on the meeting schedule and future schedule for 2020. Mr. Asay asked the city to confirm we could meet on Nov. 5, Dec. 3, 2019 and Jan. 7, 2020. With discussion Mr. Moses motioned to recommend a 2020 meeting schedule be presented to Committee and Council for staff to be assigned dates for 2020 meetings. The Bicycle and Pedestrian Subcommittee requests the assistance of City of Dover staff in approving and setting the dates all 11 of our monthly meetings (leaving out July) at the January 2020 meeting. We do this to avoid last‐minute postponements, rescheduling and cancelling of our meetings. Mr. Lesniewski cautioned we should ask Ms. Courtney about reviewing the dates and putting this together. Mrs. Arndt stated the “First Tuesday of the Month” was acceptable. Mr. Moses did not feel this was sufficient. Mr. Asay noted it was not and did not do enough to ensure they could meet monthly (with the exception of July). Mr. Lee seconded the motion which passed with 5 votes yes and 1 obtaining. Ms. Courtney will prepare the motion for inclusion on a future Safety Transportation and Advisory meeting. (Mrs. Arndt abstained as this was her first meeting.) AGENDA Mr. Asay stated he was switching the agenda items and we would hear the Old Business Items first. He also removed Election of a Chair from the agenda without discussion. With these changes the agenda was accepted. MINUTES The Chair opened the floor to accept the August minutes. Mr. Moses motioned to accept, with Mr. Lesniewski as a second. The motion passed with 5 yes and 1 abstaining. (Mrs. Arndt abstained as she had not read over the minutes). NEW BUSINESS SENATOR BIKEWAY SIGNAGE & MARKINGS Mr. Asay and Mr. Moses reviewed their Proposal for Pavement‐marking and Signage for the Senator Bikeway, Particularly on Phase 1. Mr. Moses stated really the change paint color not costing anything, markings being very minimal, blade signs being very minimal, 4 way stops being very minimal probably to the tune of less than 1% maybe less than 1/10 of 1% that we saved by not taking the bike path down Delaware Avenue and not making the bike path on Central Middle property going down to Silver Lake. Imagine the amount of money we save there making this change does make the new proposal less safe than the old proposal but with this minimal amount of money to bring the safety bring this back. Ms. Courtney asked if he proposed the city pay for these changes? Mr. Asay noted we propose the state cover their actions and the city cover their actions on city streets. The city is in charge of installing changing stop signs on city streets so that is why that proposal is for the city and the same with the street blade signs. The other parts are parts that are basically changes what do DelDOT has taken on as their responsibility. Mr. Fiori stated these are city streets. Mr. Asay said yes. Mr. Fiori noted city council approved the plan. Mr. Asay felt city council never had the opportunity to examine the details of the design. Mr. Fiori noted that was incorrect City Council was provided the details. Mr. Asay said no the details were never presented to a public workshop. Ms. Courtney agreed with Mr. Fiori. Mr. Asay said we saw a concept not a design plan and the design plan was not shown to us or city council, what signs would be included what color paint, those kinds of details is what we care commenting on. Mr. Fiori disagreed. Mr. Moses felt Mr. Asay was correct in that we saw concept boards and we did agree it was better idea to go down Cecil Street but it was not brought as a design plan. Councilman Taylor noted the contracts were signed based on the presentation to city council. Mr. Fiori yes. Mr. Asay noted you can look at record that the concept was discussed and approved but the planning details were never presented. He feels the design was not presented because it was not part of Phase 1. Mr. Galvin noted we have a confusion of terms. Signage for the street signs, DelDOT relies on the MUTCD to implement projects and to put required symbols on streets. They are going by what is in the MUTC guidance to

make the markings. Mr. Asay said yes, I am being sloppy on the terminology. The route going in a certain way and the actual plan of how it will be built and what will be included and what wont. Mr. Moses noted all these suggestions go back to safety. He used Delaware Avenue as an example becoming a 4 way stop due to traffic flow. I feel these intersections changing to four way stops just makes sense like the Delaware Avenue idea. Mr. Asay called for a resolution in support of the proposal as written, Mr. Moses moved, Mr. Lee seconded the motion. Councilman Taylor asked for discussion. Mr. Asay said we had discussion. Councilman noted after the motion is properly presented and seconded, we then have discussion. Please understand there are contracts, they have to be amended and rewritten. He asked Mr. Fiori where we were in the process? Mr. Fiori noted contracts are signed. No stripping has done and the delineators have not been installed yet. Mr. Taylor noted Mrs. Mitchell is a stickler for details. With contracts being signed she may not want to go on those. Mr. Moses noted we have been trying for the last several months to get this passed. This is of little or no cost to the city and we felt this needs to be presented. Mr. Fiori to make it clear, this cannot come this committee to DelDOT. DelDOT will not make any changes unless City Council directs the City Manager to negotiate contract revisions. The motion passed with 5 yes and 1 abstain. Mrs. Arndt felt she needed more information, to walk and bike the route prior to making any recommendation. OLD BUSINESS BIKE AND PEDESTRIAN PLAN UPDATE Mr. Asay noted the public workshop had been scheduled for Monday, Oct. 21 from 5 – 7 pm at the Dover Public Library. Mrs. Wiles passed around flyers advertising the workshop and asked everyone to share the information. The more people who show up, the more input we have, the better the plan will be. PEDESTRIAN ISSUES Mr. Lesniewski had a question about the Capital Station development. The curb ramps are in but the stripping of the crosswalk has not been done. Mr. Fiori noted their comments at DelDOT were for the developer to put in the crosswalks. Initial installation is the developer. Mr. Lesniewski noted the curb cuts/ramps are there just no crosswalk markings. It was determined it the developer responsibility if it is on the plan. Mr. Galvin noted is should have been required. Mr. Fiori noted he would go back and check on this. CONSTRUCTION PROJECT Mr. Fiori added US13 the sidewalk is in, finishing minor details and will be used a lot this weekend with the race in town. The Senator Bikeway is moving forward. Mr. Asay asked about the RT10 trail outside of city limits. Mr. Fiori I think it is starting construction sometime next year. SILVER LAKE DAY Mr. Asay asked Ms. Courtney to report at next meeting due to time. MEMBERSHIP Mr. Asay noted we are working on attracting a final member to the committee. Announcements Ms. Courtney noted the MS Bike to the Bay group is looking for volunteers for the Dewey Beach leg of the event. Mr. Fiori has been contacted by Hartly and North Dover elementary schools for Bike Rodeo during this school year. We will need volunteers to help once these dates are set. ADJOURNMENT With no further business, the meeting adjourned at 6:03 pm.

Prepared by: Chris Asay and Dave Moses Proposal for Pavement-marking and Signage for the Senator Bikeway, Particularly on Phase 1 Phase 1 of the Senator Bikeway, currently under construction, extends from Carver Road in the west, to Silver Lake Park in the east, following Forest Street, West Division Street, North West Street, Cecil Street, the alley east of North State Street, and Washington Street. Concerning the pavement markings and signage along this route, we have two goals: 1. Safety for the bikeway users, many of whom will be children. 2. Clearly and prominently identifying the bikeway to potential users, and to automobile drivers. This is to promote use and also provide safety for users. This proposal includes recommendations for DelDOT actions, and for City of Dover actions. DelDOT Actions 1. We approve of the installation of directional signage as proposed. These are the signposts located at turns in the route that provide directional arrows and distances to selected destinations. 2. We do not approve of the use of “sharrows” painted in white paint on the pavement along the route, as these markings are already in use on roadways in Dover that are not considered “low stress” bike routes. As an alternative, we suggest markings similar to those used in striped bike lanes, but perhaps using green paint, rather than white paint. 3. We suggest the installation of green pavement markings at three intersections: Cecil Street and Governors Ave, Cecil Street and North State Street, Hazel Road and the alley. Traffic is heavy on Governor’s Ave and North State Street. The green paint is a visual warning to automobiles that this is a special crossing area. 4. We also suggest painting green angle-arrows, marked “SB” at 4 turns in the route: W Division and N West Streets, Cecil and N West Streets, Cecil Street and the alleyway, and Washington Street and the alleyway. These would provide additional guidance for bicyclists. City of Dover Actions 1. Change three intersections on Cecil Street from 2-way stop to 4-way stop: At North West Street, Kirkwood Street, and Queen Street. (The intersection of Cecil and New Streets is already a 4-way stop.) This will provide significant safety for bicyclists at these intersections, by requiring cross traffic to come to a complete stop. 2. Provide signage ( <—Senator Bikeway—> ) atop street signs at all intersections along the Senator Bikeway. This helps to make it clear that this route is a special bike route. (On this phase, there are 16 intersections that would have this signage. Also 12 more heading west, and 2 more heading east. 30 in total.)

DelDOT Projects 1. Senator Bikeway, Phase 1 (T201630003) The project has been under construction and mostly complete. Work completed has been but not limited to the installation of the shared‐use path and sidewalk, two‐way cycle track and pedestrian and bicyclists crossing striping. The delineators along SR8 and West Street have not been installed at this time nor has the bicycle sharrows from Cecil Street to Washington Street. Once all work is done, a final inspection will be scheduled. Attached are some pics of the project. Although this sub‐committee approved a resolution in support; at this time the Department has not received any official notification from City Council or City of Dover for the potential signing and striping revisions from Cecil Street to Washington Street. The contractor shall pursue as per the approved plans. 2. US 13 Sidewalk Improvement (T201601201) Construction is near complete. Construction was stopped in order for the sewer project to continue through this section of US13. Anticipate final inspection within a couple of weeks. 3. SR8 & SR15 Intersection Improvements (T201500201) The semi‐final plans were distributed for internal review on December 7, 2018 with comments submitted in January 2019. Due to the work along Saulsbury Road, the existing concrete path on the east side of Saulsbury Road will be replaced with an 8‐10’ wide hot‐mix shared used path from the Royal Farms entrance to the intersection of Saulsbury Road and SR 8. PS&E is anticipated being in June 2020. The estimated number of calendar days for construction is 320 days. Project Description: Planned improvements include the construction of and additional through lanes on each leg. The existing sidewalk and shared‐use path will be replaced to be ADA compliant. ADA compliant curb ramps will be installed. 4. Bradford Street Streetscape Enhancements (T201620004) Project anticipated for PS&E in March 2020. Start of construction to be determined. The City may have a drainage improvement project along Bradford Street that could potentially push the construction out. Project Description:

Page 8

Construction of pedestrian facilities along a section of Bradford Street between Loockerman Street and Division Street. This will provide a continuous travel route for pedestrians between Wesley College and the downtown area. The existing sidewalk and buffer will be replaced to an adequate ADA compliant route and to maintain consistency through the corridor. ADA compliant curb ramps will be installed. 5. Capital City Trail Gateway to South State Street (T201701202) The project was submitted for PS&E in October 2019. Construction anticipated to begin in March 2020. The estimated number of calendar days for construction is 173 days. Project Description The purpose of this project is to construct a multi‐use trail from the Gateway Shopping Center to South State Street for pedestrians and bicyclists connecting communities’ schools and businesses. All facilities will be ADA compliant. 6. Kenton Road, SR 8 to Chestnut Grove Road (T201604501) The semi‐final plans were distributed for internal review on March 4, 2019 with comments submitted on April 8, 2019. The schedule for the K104, Kenton Road, SR8 to Chestnut Grove Road project is as follows: • Semi‐Final Construction and Right of Way Plans – January 2019 • Final Right of Way Plans – Spring 2019 • Begin Right of Way Acquisition – Summer 2019 • Final Construction Plans – Spring 2021 • Begin Construction ‐ Spring 2022 (Funding Dependent) Project Description: Left and right turn lanes are proposed at all intersections along the corridor. An additional left turn lane is proposed from Walker Road and College Road onto Kenton. As a result, a second receiving lane is required on Kenton Road. The additional travel lane will continue southbound from College Road to SR8. Pedestrian safety will be addressed by replacing and extending the existing shared use path with a 10’ wide P.C.C. shared use path along the east side of Kenton Road from SR8 to College Road. The shared use path will cross Kenton Road at College Road and continue to W. Carnoustie Road (Fox Hall West Entrance) to allow for a low stress route. The remainder of the project corridor will have sidewalks along both sides of Kenton Road to accommodate pedestrian movements. Five‐foot (5’) bicycle lanes will also be added to Kenton Road from SR8 to Chestnut Grove Road and will be designated between the through and right turn lanes at intersections. A new traffic signal is proposed at the intersection of Kenton Road and Greentree Drive to accommodate the increase in vehicular traffic and to allow for safe pedestrian crossings. Chestnut Grove Road will be realigned to provide better sight distance for drivers and a roundabout is proposed for the intersection. 7. East Camden Bypass (T201709503) Although not within City limits, this project is crucial in continuing the Capital City Trail loop. We will work with the engineer on having a separated path included in order to be consistent with the Capital City Trail project. The survey plans were distributed for internal review on October 21, 2019 with comments due November 21, 2019. The anticipated schedule for the East Camden Bypass project is as follows: • Preliminary Plan Submission is scheduled for April 2020 • Final R/W is scheduled for April 2021 • PS&E is scheduled for April 2023 Project Description: Provide a new connection from US 13 to Lebanon Road (SR 10) and Rising Sun Road.

Educational Partnerships In September 2019, I and Carolyn were contacted by Lawanda Burgoyne, Supervisor, Student Services – Capital School District about North Dover and Hartley Elementary Schools hosting bicycle rodeos. The Principal for North Dover and the Physical Education instructor for Hartley were each contacted in September asking for potential dates for the rodeo. At this time I have not received a response from either individual. Due to the impending cold weather each event will now need to be scheduled for the spring.
